IF YOU HAVE ANY SORT OF FAVOR TO WHAT HAPPENS AT MINUTE MAID WE PRAY IT IS TO THE ASTROS. I SPRAY THAT IN THE STRONG NAME

OF JESUS. >> LINA HIDALGO: AMEN.

>> ADRIAN GARCIA: JUDGE, AS WE CONVENE TODAY'S MEETING, I'D LIKE TO ASK A POINT OF PERSONAL PRIVILEGE THAT WE CONVENE IN THE HONOR AND MEMORY OF DEPUTY SANDEEP DAHLIWALL.

THE TRIAL OF HIS KILLER STARTED YESTERDAY, AND THE FAMILY IS STILL VERY DISTRAUGHT AND I WOULD LIKE TO ASK THAT.

>> LINA HIDALGO: THANK YOU, COMMISSIONER AND I DID SEE THAT AND I APPRECIATED SEEING YOU THERE AND SHERIFF GONZALEZ THERE AND SEEING YOU ALL WITH THE FAMILY.

THAT'S VERY APPROPRIATE. THANK YOU, PASTOR, FOR THE PRAYER AND WE ARE ALL PRAYING FOR THE ASTROS TONIGHT.

I WANT TO START WITH MY OWN SET OF POINTS.

I WANT TO THANK EVERYONE WHO WISHED ME WELL IN THE PAST WEEK.

SO MANY WELL WISHES, SO MANY FOLKS WHO HAVE CON TABTED ME ANT TO SAY THANK YOU TO THE DOCTORS AND THE NURSES AND THE MEDICAL STAFF WHO HAVE TAKEN CARE OF ME IN THE PAST WEEK.

IT HAS BEEN A COUPLE OF SETS OF DOCTORS AND NURSES.

I ENDED UP BACK IN THE ER JUST ON FRIDAY.

IT TURNS OUT THAT I DIDN'T REACT WELL TO THE ANTIBIOTICS THEY PRESCRIBED AND I WAS AGAIN IN SEVERE PAIN AND DEHYDRATION AND WAS BACK AT THE ER. THE GOOD NEWS IS I'M FINALLY RECOVERING. I AM FINALLY FOR THE FIRST TIME NO PAIN, NO NAUSEA OR VOMITING. I PROMISE.

AND ALSO THE DEHYDRATION. HOWEVER, MY DOCTORS WANT ME TO

[00:05:02]

TAKE A COUPLE OF DAYS TO ACTUALLY REGAIN MY STRENGTH.

IT WAS FINALLY JUST YESTERDAY I STARTED EATING AGAIN PROPERLY.

I HAVE TO TAKE A COUPLE DAYS TO REGAIN MY NUTRIENTS AND GET A LITTLE REST BEFORE I CAN COME BACK FULL FORCE.

AND THE OTHER THING IS THEY NEED TO RUN TESTS TO MAKE SURE MY LEVELS ARE BACK WHERE THEY NEED TO BE.

IT WAS A NASTY FOOD POISONING FOLLOWED BY A REACTION TO THE ANTIBIOTICS, AND THEN OF COURSE THEY FOUND THIS OVARIAN CYST WHICH I AM GLAD THEY FOUND IT THIS WAY AND IT JUST REITERATES THE IMPORTANCE OF PREVENTATIVE CARE AND EVERYBODY GETS CHECKED OUT. IT IS SOMETHING THAT WILL PROBABLY REQUIRE SURGERY FOR ME LATER AT THE END OF THE YEAR, MAYBE EARLY NEXT YEAR. I WOULDN'T HAVE KNOWN IF I HADN'T ENDED UP WITH THE FOOD POISONING.

THAT'S THE LONG SHORT OF IT. I AM HERE VERY MUCH AGAINST THE ADVICE OF MY DOCTORS, BUT I WANTED TO COME IN THIS MORNING FOR TWO REASONS. ONE IS I WANTED TO SHARE THIS IN PERSON. I WANTED TO MAKE SURE EVERYBODY SAW THAT I AM FINALLY, YOU KNOW, ON THE RECOVERING PATH AND WORKING HARD TO GET FULLY BETTER.

AND THE SECOND REASON IS I WANT TO MAKE SURE WE PASS THE BUSINESS COURT ITEMS SO THAT WE CAN CONTINUE THE BUSINESS OF THE COUNTY SO THE VENDORS CAN GET PAID.

OF COURSE, THE REST OF THE MEETING, ALL OF THE OTHER ITEMS, THE SPEAKERS, WHAT HAVE YOU, COULD CONTINUE WITHOUT ME.

THAT'S IF ONE OF THE CHAIRS ARE FILLED.

WE NEED THREE MEMBERS IN PERSON IN ORDER FOR THE MEETING TO CONTINUE FROM WHAT I UNDERSTAND. I WILL ASK THE COUNTY ATTORNEY IF IT IS POSSIBLE FOR THE SPEAKERS TO BE HEARD WITH ONLY TWO MEMBERS IN PERSON. THAT'S IF NO VOTES ARE TAKEN.

JUST BECAUSE FOLKS ARE HERE AND I WANT TO ACKNOWLEDGE THE FOLKS THAT ARE HERE. I WISH I COULD STAY, BUT I REALLY CAN'T TODAY. I WAS KIND OF HOPING THAT IF ONE OF MY COLLEAGUES SHOW UP AND THEY SAY WE NEED THREE PEOPLE THAT YOU ALL COULD STILL BE HEARD TODAY.

IF THE COUNTY ATTORNEY TELLS ME THAT WE NEED THREE MEMBERS IN PERSON, THEN UNFORTUNATELY, WE ARE NOT GONNA BE ABLE TO HEAR ALL OF THE SPEAKERS TODAY. WHAT IS THE ANSWER THERE?

>> SO YOU WOULDN'T BE ABLE TO TAKE ACTION ON ITEMS THE SPEAKERS ARE HERE TO SPEAK ABOUT.

>> BUT THEY COULD SPEAK? >> THEY COULD SPEAK.

>> LINA HIDALGO: OKAY. >> WE CAN TAKE ACTION ON THE

ITEMS LATER. >> LINA HIDALGO: ANYWAY, THOSE ITEMS I WANT TO HAVE A THOROUGH DISCUSSION ON, BUT I WANT TO PASS THE BUSINESS ITEMS. THAT'S GOOD AND I'M GLAD TO HEAR THAT. THAT'S PART OF THE REASON.

I WANTED TO MAKE SURE AND COME OUT OF THE -- OUT OF AN ABUNDANCE OF CAUTION. THAT'S A PIECE OF GOOD NEWS.

ON THE BUDGET, I JUST GOT NEWS LAST NIGHT THAT, YOU KNOW, INITIALLY COMMISSIONER CAGLE SUBMITTED A PROPOSAL, A PRESENTATION WHICH WAS VERY WELCOME.

I WAS GLAD TO SEE LAST WEEK COMMISSIONER CAGLE REVERSED COURSE AND STARTED PARTICIPATING IN NEGOTIATIONS.

THE CONCERN I EXPRESSED IS THAT THE PRESENTATION HE MADE WAS TOO VAGUE. IT WAS IMPOSSIBLE TO ASCERTAIN WHAT EXACTLY HE WAS PROPOSING. AND SO IT'S IMPOSSIBLE TO HAVE A DISCUSSION WITHOUT THE ACTUAL TAX RATES AND WITHOUT REALLY FIGURING OUT HOW THE MATH ADDS UP.

HOWEVER, I GOT WORD FROM THE BUDGET OFFICE THAT COMMISSIONER CAGLE DIDOR MEEC RENTLY SUBMIT HIS PROPOSED TAX RATES.

I WANTO TTHANK COMMISSIONER CAGLE FOR THAT AND HIS TEAM.

WHATT THAMEANS IS HEMI SUBTTED IT TOO LATE U FORS TO HAVE BEEN ABLE TO CALL A MEETINGAY TOD WITHSE THO PROPOSALS, I BUTT DOES MEAN THATN WE CAHAVE A MOREME INFORDRS CONVEATION NEGOTIATIONPE TO HOFULLY TRY TO LANDHE SOMEWRE ON AT BUDGE CAN FUNDNT THE COUY.E THPROPOSALL IS STIL CONCERNING. ITEA STILL LVES THE HEALTH DEPARTMENT AND I MORE THANNE ANYO CAN SPEAK TO THE IMPORTANCE OF THATDE UNDER FUND THERARE STILL A QUESTIONSBOUT WHERE EXACTLYRS THE DOLLA COME FROM.

BUT I LOOKDI FORWARD TO SCUSSING THATNT AT SOME POI IN THE FUTURY WITH M COLLEAGUESLY AND HOPEFUL WITH COMMISSIONERE CAGLE AND W CANET PROPOSE A S OF TAX RATESDG AND A BUET I PROPOSAL THATSHA BETTER TN THEIO BRUTAL SCENAR WE WERE FACING.

SO THAT'S WHEREIN WE'RE AT. TERMS OFEM THE BUSINESS ITS.TE

[Departments (Part 1 of 2)]

THEY ARE IMST SEVEN -- CORREC ME IF I MISS SOMETHINGTY LEGAL, COUN ATTORNEY. OFS. COURSE, COLLEAGUE THESE ARE ITEMS 7, 8, 9, 10, 128 TO 141, 177, 201, 2079, 227 THROUGH 22, INCLUDING AUDITED CLAIMS AND 230.

IT ALSO INCLUDES ITEM 25, BUT WE NEEDR AMENDMENTS FROM DIRECTO RAMOS GIVEN THAT WE DON'T HAVE THE QUORUM TO PASS THEHO TAX RATES. SO TSE ARE THE BUSINESS ITEMS.

[00:10:02]

>> SO MOVED.

>> JUST ONE CLARIFICATION. JUDGE, YOU SAID 128 THROUGH -- I ASSUME YOU ARE REFERRING TO THE PLAT OF POOLS.

DID YOU SAY 131 OR 141? >> 141.

>> ON THE BUSINESS SIDE, I WANT TO MAKE SURE IF THERE ARE ANY SPEAKERS FOR THE BUSINESS ITEMS THEY CAN SPEAK.

>> LINA HIDALGO: ARE THERE ANY SPEAKERS -- WHO IS MANAGING SPEAKERS? TIFFANY? ARE THERE SPEAKERS FOR ITEMS -- LET ME KNOW IF YOU NEED ME TO READ THEM AGAIN FOR YOU,K TIFFANY.

>> LET ME CHECREAL QUICK, JUDGE.

>> LINA HIDALGO: DIRECTOR RAMOS, DO YOU NEED TO MAKE ANY CHANGES

ON ITEM 25? >> ON THE BUDGET TRANSFER LIST IT WOULD BE NO ACTIONS ON LINES 32 TO 104.

>> RODNEY ELLIS: WHAT IS THE IMPACT?

>> THAT WAS THE RESTORATION OF THE FISCAL 23 PROPOSED FUNDING

FROM WHAT COURT ADOPTED. >> RODNEY ELLIS: OKAY.

>> LINA HIDALGO: WHICH ITEM WHAT?

>> ITEM 32 THROUGH 104 IT WOULD BE NO ACTION ON THOSE LINES AND

THE OTHER WOULD GO AS POSTED. >> LINA HIDALGO: THAT IS FUNDING THAT WOULD HAVE GONE TO CERTAIN DEPARTMENTS HAD THERE BEEN A QUORUM, BUT RIGHT NOW WE ARE HAVING TO OPERATE FROM THIS

REDUCED BUDGET. >> CORRECT.

>> I'M SORRY. FOR CLAIRE TPAU CASE -- CLARIFICATION, WHAT ITEM IS IN -- IS THIS IN REFERENCE TO.

>> LINA HIDALGO: 25. >> AND NO ACTIONS ON ITEMS 32 T-

>> LINA HIDALGO: 32 THROUGH 104 BECAUSE THAT'S HOW IT -- YOU GET THE ACTION TO COMPRISE -- OR FOLLOW ALONG WITH THE FACT THAT THERE IS NO REVENUE TO COVER THOSE ITEMS.

>> OKAY. AND THEN IS THERE GOING TO BE --

FOR THE OTHER ITEMS UNDER 25? >> LINA HIDALGO: YES.

SO THE ITEMS AGAIN ARE 7, 8, 9, 10, 128, -- 128 THROUGH 141, 17, 201, 207, 227 THROUGH 229 AND 230 WITH A NOTE THAT ON ITEM 25 THERE IS NO ACTION ON ITEMS 32 THROUGH 104 AND THE OTHER ITEMS

COULD CONTINUE AS PROPOSED. >> RODNEY ELLIS: JUDGE, IF I MIGHT, I DON'T THINK THERE ARE ANY SPEAKERS ON ANY OF THE ITEMS

-- >> WE DO HAVE A SPEAKER ON ITEM 207. WE JUST SAW HIS NAME.

>> RODNEY ELLIS: 207? >> YES, SIR.

>> RODNEY ELLIS: AND ON THE ITEMS I POSTED ON SUPPLEMENTAL, 318 TO 323, I DON'T THINK THERE ARE ANY SPEAKERS ON.

318 TO 322. THAT'S THE APPROVAL OF THE RESOLUTION AND WE CAN JUST ADOPT.

IT IF YOU LEAVE WE WILL RECOGNIZE IT.

WE -- IT IS UPDATED POLICIES PROCEDURES.

APPROVAL TO SPONSOR A BREAKFAST WITH THE ELECTIONS ADMINISTRATOR OFFICE. 321 IS AN AGREEMENT FOR THE FAMILY EVENT THIS WEEKEND WITH THE CITY.

WE DON'T HAVE TO APPROVE IT. WE'LL STILL PAY MONEY FROM PRECINCTS 1 AND 2. AND 322, IT IS A LOCAL AGREEMENT WITH THE CITY OF HOUSTON AND NOT TO EXCEED 150 FOR THE SECOND GUN BUY BACK AT WEST CHASE PARK AND RIDE.

I DON'T THINK I HAVE SPEAKERS ON MINE.

>> WE HAVE SPEAKERS FOR ITEM 318.

>> RODNEY ELLIS: WELL WE WILL JUST HAVE TO PULL THAT ONE.

UNLESS THE SPEAKERS ARE HERE AND THEY PREFER TO GET IT PASSED OR SPEAK. THAT'S A RESOLUTION.

DON'T WORRY ABOUT IT. WE'LL RECOGNIZE THEM, BUT WE'LL

DO IT LATER. >> FOR CLARIFICATION, COMMISSIONER ELLIS, ARE YOU REQUESTING -- WHICH ITEMS ARE

YOU REQUESTING? >> RODNEY ELLIS: 319, 320, 321,

AND 322. >> TO BE APPROVED WHENEVER Y'ALL

MAKE THE MOTION? >> RODNEY ELLIS: YES.

>> ADRIAN GARCIA: SECOND. >> LINA HIDALGO: LET'S HEAR THE SPEAKER ON EYE -- ON ITEM 207 AND THEN VOTE ON THE MOTION COMMISSIONER GARCIA PUT ON THE TABLE.

>> SPEAKER NUMBER 17, KIM WASHINGTON SPEAKING IN PERSON ON ITEM TWOZ 07 AND 3 -- ITEMS 207 AND 315.

YOU HAVE ONE MINUTE. >> GOOD MORNING, COMMISSIONERS, KIM WASHINGTON. I CAME TO SPEAK ON THIS AGENDA ITEM IN REGARDS TO TRAVEL AND TRAINING.

HAD SOME CONCERN BECAUSE WE'VE BEEN DISCUSSING OVER SEVERAL MONTHS OVER FUNDING AND ACCOUNTING AS WELL AS THE ITEMS AND BUDGET THAT YOU ARE ASKING THE CITIZENS HERE IN HARRIS COUNTY TO VOTE ON. I SAW SOME OF THE ITEMS ON THERE IN REGARDS TO TRAVEL AND TRAINING SPECIFICALLY IN CALIFORNIA WHICH I DIDN'T UNDERSTAND WHY THE COUNTY CONSIDERED THE STATE OF CALIFORNIA MADE A STATEMENT THEY ARE NOT HAVING AN OFFICIAL COME TO TEXAS TO TRAIN, BUT WE WERE PAY FORGET TRAVEL OUT THERE FOR SOMETHING THAT DIDN'T APPEAR TO BENEFIT THE CITIZENS OR RESIDENTS HERE IN HARRIS COUNTY.

HAD A CONCERN ABOUT THAT ON WHY WE ARE FUNDING THIS TRAVEL OUT

[00:15:01]

THERE WHEN WE CAN ACTUALLY DO THAT HERE.

THERE WAS SOME OTHER ITEMS ON THERE IN REGARDS TO ESRI TRAINING -- I'M SORRY. THE COMPANY HAS AN OFFICE HERE, BUT WHY AGAIN GO TO CALIFORNIA? I'M NOT SURE HOW THESE BENEFIT HARRIS COUNTY OR WHY YOU ARE EXPECTING THE RESIDENTS TO --

>> THANK YOU, SIR, YOUR TIME IS UP.

>> WHEN YOU CAN DO THAT HERE. >> RODNEY ELLIS: THANK YOULG.

>> ADRIAN GARCIA: THANK YOU. >> LINA HIDAO: THANK YOU SO

MUCH. >> RODNEY ELLIS: THERE WAS ONE

OTHER ITEM -- >> LINA HIDALGO: AND PERHAPS SOMEBODY FROM BUDGET CAN VISIT WITH THE GENTLEMAN.

I DON'T KNOW WHICH EXACT TRAVEL THAT S BUT YOU CAN CONNECT WITH

THE DEPARTMENT. >> RODNEY ELLIS: THAT IS AN ITEM WHERE CENTRAL HOUSTON, THE MANAGEMENT DISTRICT WILL WANT TO USE THE WALL MR. NORIEGA IS OPERATING IN AT NO COST TO THE COUNTY TO PUT A MURAL ON, MURALS WE WILL DEDICATE THIS WEEKEND.

I WOULD LIKE TO ADD THAT ITEM, COMMISSIONER GARCIA, AND MAKE A

MOTION TO ADD IT TO THE -- >> LINA HIDALGO: SO HERE IS THE FINALIST. LET ME KNOW, COLLEAGUES, IF I MISS ANYTHING AND I APPRECIATE YOUR KINDNESS TOWARD ME.

7, 8, 9, 10, 128, 1 2004 1 -- 141, 177, 201, 207, 227 THROUGH 229 INCLUDING AUDITED CLAIMS. JUST A MOMENT.

THERE SEEMS TO BE SOME EDITS. WHICH ITEM? WE HAVE TO ADD THESE AS WELL? OKAY.

I'M GETTING WORD THAT WE ALSO NEED TO ADD ITEMS -- LET ME ADD IT AND I WILL READ THEM AS PART OF THE LIST.

ONE MOMENT, PLEASE. >> THERE ARE A FEW MORE WE NEED

TO THAT ARE ELECTION RELATED. >> LINA HIDALGO: I HAVE IT.

IT IS 270, 272, 279 AND 281. >> JUDGE, THERE IS ALSO A FEW OTHERS. I JUST SPOKE TO DWIGHT FROM PURCHASING AND HE INDICATED THERE ARE ITEMS THAT NEED TO BE RENEWED OR THEY WILL BE EXPIRED. SO THOSE ARE ITEM TWOZ 37 --

237, 239, 240, 241 AND 242. >> LINA HIDALGO: GOT IT.

SO THAT'S FROM PURCHASE STPH-G. >> YEAH.

I THINK DWIGHT IS ON IF YOU NEED TO ASK HIM SPECIFICS ABOUT THAT.

>> GOOD MORNING, JUDGE. THESE ARE JUST FIVE CONTRACT THAT'S ARE EXPIRING AT THE END OF -- ACTUALLY BEFORE THE NEXT COURT. I JUST WANTED TO SEE IF WE COULD RENEW THESE FIVE AND WE CAN PUSH THE REST OF THE ITEMS TO THE

NEXT COURT. >> LINA HIDALGO: GOT IT.

>> THANK YOU. >> I'M SORRY, JUDGE.

ONE MORE REQUEST IS 216. WHICH IS AN AMENDMENT.

>> RODNEY ELLIS: 216? >> YES, SIR.

>> LINA HIDALGO: ANYTHING ELSE? >> 314, JUDGE, WHICH IS ANOTHER

ELECTION-RELATED ITEM. >> ADRIAN GARCIA: JUDGE, I WOULD LIKE TO MAKE A MOTION TO MOVE ON ITEM 210, 271 --

>> LINA HIDALGO: ONE MOMENT, COMMISSIONER GARCIA.

WHICH ITEM IS 210? >> ADRIAN GARCIA: IT IS ITEM

210. >> LINA HIDALGO: WE NEED TO LOOK FOR IT, COMMISSIONER. TRANSPORTATION.

GOT IT. >> ADRIAN GARCIA: SO 210 AND THEN 271 THROUGH 275 AND THEN ITEM 243.

>> LINA HIDALGO: ONE MOMENT, COMMISSIONER.

271 THROUGH 275. >> ADRIAN GARCIA: THOSE ARE MY

ITEMS. >> LINA HIDALGO: 271 THROUGH 275. THOSE ARE YOUR ITEMS. SO THESE ARE BILAWS FOR THE COUNTY HISPANIC CULTURAL

THEM ALL OUT. >> LINA HIDALGO: I'LL CALL THEM OUT. APPROVAL OF FOOD SALES FOR THE ANNUAL GREEK FESTIVAL AND APPROVAL OF FEES FOR FUNDRAISER EVENT SUPPORTING THE SWAG BOYS STEP TEAM.

SO I GOT 271 THROUGH 275, AND THEN WHAT WAS THE FINAL SECTION,

COMMISSIONER? >> ADRIAN GARCIA: 243 AND 247.

WE WILL BE HERE FOR THOSE WHO WANT TO BE HEARD.

THOSE WHO WANT TO STAY WE WELCOME YOU TO COME BACK.

WE'LL TAKE A 10-MINUTE BREAK. >> SAY THE TIME.

>> RODNEY ELLIS: WE WILL COME BACK AT -- HOW ABOUT 12:30?

IT IS 12:16 >> RODNEY ELLIS: THANK YOU ALL.

[Appearances before court (Part 2 of 2)]

WE ARE BACK AND STAFF IS COMING IN.

WE ARE GOING TO ABIDE BY THE ONE-MINUTE TRADITION AND THAT'S WHAT PEOPLE WERE PREPARED TO TESTIFY WITH.

COMMISSIONER, IF I MIGHT, I WANT TO START WITH A RESOLUTION THAT I HAVE UP HONORING THE FOLKS FROM CHRIS LARSON WITH CENTRAL HOUSTON AND TJ WHO ARE RESPONSIBLE FOR THE MAGNIFICENT MURALS GOING UP. THERE WILL BE A PRESS CONFERENCE GOING OUT IN CASE YOU ARE AVAILABLE AND WE WILL HOST A FAMILY EVENT IN FRONT OF THE FRANCO LEE AT 10 A.M. AND WE WILL ARRANGE DOUBLE DECKER BUSES AND YOU AND MAYOR TURNER ARE PUTTING UP THE FUNDING. THIS IS THE RESOLUTION ON BIG ART AND BIGGER CHANGE AND IT IS LEAD BY AUDREY DECKER.

I AM SO APPRECIATIVE TO CHRIS LARSON FOR PAYING FOR IT FOR CENTRAL HOUSTON. THEY PUT THE FIRST MURAL UP WHICH THEY WILL TALK A LITTLE ABOUT.

I MET THEM AND THEN THE MAYOR AND A HOST OF US WENT.

COMMISSIONER, I CAN'T REMEMBER IF YOU WERE THERE.

IT WAS DURING THE PANDEMIC. WE HAD A FESTIVAL OF SORTS WHEN PEOPLE COULDN'T COME OUT. IT WAS ONE OF THE BIGGER PUBLIC GATHERINGS. KATHY TAYLOR WAS THERE.

WE DIDN'T HAVE THE FILL HARMONIC ORCHESTRA, BUT INSTEAD OF ME GOING THROUGH ALL OF THIS, WILL YOU TALK ABOUT YOUR INVOLVEMENT AND THANK YOU FOR BEING SO PATIENT ON A DAY LIKE THIS WHEN WE ARE DEALING WITH THE HEALTH OF OUR JUDGE.

>> ABSOLUTELY. HOPEFULLY I CAN TALK ABOUT

[00:50:03]

SOMETHING THAT IS GOOD NEWS FOR THE COMMUNITY AND EXCITING AND WE CAN ALL AGREE ON. WE ARE EXCITED ON BEHALF OF CENTRAL HOUSTON AND THE DOWNTOWN MANAGEMENT DISTRICT TO BE ABLE TO BRING BIG ART, BIGGER CHANGE INTO REALITY.

IT IS INSPIRED BY YOU, SIR. ONE YEAR AGO WHEN I STARTED, ALL WE WANTED TO TALK ABOUT ARE THE MAGNIFICENT MURALS GOING UP.

THEY ARE ARTISTS FROM ACROSS THE GLOBE AND THREE LOCAL ARTISTS THAT WILL HELP TO SPOTLIGHT A NUMBER OF THEMES IN THE COMMUNITY. WE ENCOURAGE EVERYONE ACROSS THE CITY OF HOUSTON TO VISIT BIG ART BIGGER CHANGE.COM TO LEARN MORE ABOUT THE MURALS THEMSELVES AND THE STORIES BEHIND THEM AND THE THEMES AND THE BIG EVENT WE WILL DO TO CELEBRATE WITH THE COMMUNITY ON MAIN STREET ALL DAY ON SATURDAY, OCTOBER 15TH.

ALSO WANT TO JUST WELCOME AUDREY AND TEBOW.

THEY ARE ON THIS PROJECT AND ARE THE HEART AND SOUL THAT MADE IT

HAPPEN. >> WELL, WE JUST BASICALLY WANTED TO THANK EVERYBODY AND THANK COMMISSIONER ELLIS AND THANK THE CITY AND DOWNTOWN HOUSTON FOR THE SUPPORT.

WE ARE EXCITED TO BE BACK IN HOUSTON AND TO BRING SOME INSPIRATION. THE COMMUNITY HAS BEEN VERY SUPPORTIVE OVER THE LAST TWO WEEKS WE STARTED.

AND IT IS REALLY AN ENERGIZING EVERY DAY.

THANK YOU ALL. DO YOU WANT TO ADD SOMETHING?

DO YOU WANT TO ADD SOMETHING? >> SHE SAID EVERYTHING.

WE ARE HAVING A BLAST. IF YOU GET TWO MINUTES DROP BY THE WALLS AND YOU CAN SEE STELLAR ARTISTS.

THEY ARE ALL INCREDIBLE PEOPLE TO MEET.

WE DO HOPE YOU LOVE THE ART. WE ARE HAVING A REALLY, REALLY

GREAT TIME. >> RODNEY ELLIS: THANK YOU.

WE KNOW YOU ARE BUSY. WE CAN SEE ONE FROM THE COMMISSIONER'S OFFICE AND YOU CAN WALK RIGHT ACROSS THE STREET. ONE IS ON THE SIDE OF THE HISTORICAL SCANLIN BUILDING WHERE I THINK SAM HOUSTON AT THAT SITE, HE RESIDED AT THAT SITE AT ONE POINT AND I THINK THE MAYOR LIVED AT THAT SITE AS WELL.

A SPECTACULAR DEAL. GET THE WORD OUT ON SATURDAY FROM 10 UNTIL 1 P.M. WE ARE GOING TO HAVE SOME DOUBLE-DECKER BUSS. IT IS A MILE AND A HALF OF WALKING. I FORGOT TO MENTION, TOTAL.

BECAUSE TOTAL ENERGY PLAYED FOR THREE MURALS AND YOU ARE LOOKING TO GET ONE MORE ADDITIONAL WALL, ONE BUILDING DIDN'T COME THROUGH. WITH CHRIS' HANDY WORK YOU ARE LOOKING FOR A SUBSTITUTE. I PASSED BY AND LOOKED AT THAT BUILDING THAT MAY BE THE SUBSTITUTE, AND THAT IS A FANTASTIC WALL. IT WILL BE A MILE AND A HALF OF

WALKING IF YOU GET THE ADDITION. >> ADRIAN GARCIA: THANK YOU.

THANK YOU FOR ALL YOU DO.RC >> RODNEY ELLIS: COMMISSIONER?

>> ADRIAN GAIA: I DO HAVE SOME RESOLUTIONS.

THE FIRST ONE THAT I WOULD LIKE TO BRING UP WAS A GENTLEMAN.

IT IS A GENTLEMAN WHO SERVED THIS COUNTY AND WAS JUST AN INCREDIBLE HUMAN BEING. REALLY THIS RESOLUTION CAME AT THE BEHALF OF THOSE WHO WORKED CLOSEST WITH HIM AND KNEW HIM THE BEST. I HAD THE TAOUPTD -- I HAD THE OPPORTUNITY WHEN I WAS SHERIFF TO WORK WITH JOHN AND HE WAS JUST ALWAYS A GENTLEMAN WHO WAS WORKING TO HELP ME THROUGH THE DIFFERENT ISSUES. UNFORTUNATELY HE IS NO LONGER WITH US, AND HE IS WITH US IN SPIRIT.

I HOPE THIS RESOLUTION WILL HELP TO BRING A SMILE TO THE FAMILY WHO I KNOW IS STILL MISSING HIM. BUT IT IS TO RECOGNIZE THE FACT THAT HE MAY BE GONE, BUT HE IS NOT FORGOTTEN.

AND SO THIS RESOLUTION READS, JOHN WILL ODOM, JUNIOR PASSED AWAY ON AUGUST 21ST OF THIS YEAR IN WIMBERLEY, TEXAS AFTER A LONG AND NOBLE BATTLE WITH PARKINSON'S DISEASE.

AND WHEREAS A PROUD THIRD GENERATION TEXAN HE WAS BORN IN 1943 IN ABILENE, TEXAS. WHEREAS JOHN ATTENDED THE UNIVERSITY OF TEXAS AT AUSTIN WHERE HE MET THE LOVE OF HIS LIFE, PEGGY KURTZ TO WHOM HE WAS MARRIED FOR 56 YEARS.

JOHN ATTENDED BAYLOR UNIVERSITY LAW SCHOOL AND THE GI BILL AND SERVED AS EDITOR-IN-CHIEF ON THE GI BILL.

AND SERVED AS EDITOR IN CHIEF AS THE LAURIE VIEW AND -- OF THE LAW REVIEW AND GRADUATED WITH HONORS.

WHEREAS JOHN'S 50-YEAR LEGAL CAREER TOOK OFF IN 1973 WHEN HE JOINED TEXAS' ATTORNEY GENERAL JOHN HILL'S OFFICE DURING HIS TIME IN THE AG'S OFFICE JOHN SERVED AS THE FIRST ASSISTANCE -- FIRST ASSISTANT ATTORNEY GENERAL AND ARGUED IN FRONT OF THE UNITED STATES SUPREME COURT.

JOHN DIVIDED HIS TEAM BETWEEN LAW AND POLITICS STARTED IN THE 1980S WHEN HE WAS ELECTED THE CHAIRMAN OF THE HARRIS COUNTY

[00:55:02]

DEMOCRATIC PARTY. SERVING FROM 1982 TO 1984.

AND THAT DECADE WAS ALSO WHEN JOHN SERVED AS SPECIAL ASSISTANT TO HOUSTON MAYOR KATHY WHIT MEYER AND SPECIAL LEGISLATIVE COUNCIL MARK WHITE. HE SERVED ON THE TEXAS YOUTH COMMISSION TO WHICH HE WAS APPOINTED BY GOVERNOR ANNE RICHARDS. HIS LIFE IN SERVICE WAS CAPPED BY HIS WORK IN GENERAL COUNCIL HARRIS COUNTY ATTORNEY GENERAL'S OFFICE. HE DEDICATED TIME TO HIS -- AS AN ATTORNEY AS A DEACON AT THE SOUTH MAIN PWAP -- BAPTIST CHURCH AND A PROUD MEMBER OF THE HOUSTON AREA PARKINSON SOCIETY.

HE ALSO FOUND GREAT PURPOSE AND COMRADERY THROUGH HIS PARTICIPATION IN THE AMERICAN LEADERSHIP FORUM.

WHEREAS A DEVOTED FAMILY MAN, JOHN IS SUR SRAOEUFPD BY HIS DAUGHTER -- SURVIVED BY HIS DAUGHTER, JENNIFER PAGE BARNETTE, SON, MATTHEW KURTZ ODN SON-IN-LAW -- SON-IN-LAW, DAUGHTER-IN-LAW, GRANDSON, CHARLIE, SPENCER BARNETTE, LUKE BARNETTE AND ROSE MARIE ODOM. TO ALL WHO KNEW JOHN WELL, WE JUST WANT TO SAY THANK YOU FOR YOUR LOVE OF HIM AND FOR ENCOURAGING THAT THIS RESOLUTION BE PASSED IN HONOR OF HIS MEMORY. DO WE HAVE KURTZ?

>> MATTHEW ODOM, SON OF JOHN ODOM AND PEGGY ODOM WHO PASSED THIS YEAR. I WANT TO THANK YOU FOR BRINGING FORTH THE RESOLUTION. MY DAD HAD GREAT RESPECT FOR YOU AND YOUR WORKING RELATIONSHIP. WE SPOKE MANY TIMES.

COMMISSIONER ELLIS, MY DAD WORKED WITH HIM GOING BACK 40 YEARS AND I HAVE KNOWN COMMISSIONER ELLIS SINCE I WAS FIVE YEARS OLD PROBABLY. MY DAD WAS A GREAT PUBLIC SERVANT. HE BELIEVED IN THE POWER OF ORGANIZATIONS TO HELP PEOPLE AND IMPROVE THEIR LIVES.

IT IS FITTING THAT THIS IS TAKING PLACE IN THE COUNTY COURT. HIS FIRST ROLE IN POLITICS LOCALLY WAS AS CHAIRMAN OF THE HARRIS COUNTY DEMOCRATIC PARTY AND HE ENDED HIS CAREER IN THE COUNTY ATTORNEY'S OFFICE.

IT IS SPECIAL TO BE HERE TODAY. AND AS MUCH AS HE BELIEVED IN INSTITUTIONS TO HELP PEOPLE, HE BELIEVED IN PEOPLE HELPING PEOPLE. HE IS A GREAT MAN AND I AM PROUD TO ACCEPT THIS ON BEHALF OF MY FAMILY.

THANK Y'ALL VERY MUCH. >> YOU'RE WELCOME.

GOD BLESS. >> MATTHEW, I JUST WANT TO THANK YOU. I MET YOUR DAD WHEN I WAS WORKING FOR GOVERNOR BILL HOPLEY AS AN IN-PERSON -- AS AN INTURN.

I KNEW HIM. HE WAS ONE OF THE PEOPLE WHO GAVE ME GUIDANCE WHEN I WAS DECIDING WHETHER OR NOT TO GO TO GRADUATE SCHOOL OR LAW SCHOOL. I HAVE VERY FOND MEMORIES AND I HAVE TO DIG UP THOSE PICTURES. HE AND I CLIMBED THAT MOUNTAIN TOGETHER. WE WERE IN THAT CLASS TOGETHER -- ALF CLASS TOGETHER AND IT WAS THE SECOND CLASS.

IT WAS A BOND AND QUITE A PRIVILEGE TO KNOW HIM, AND YOUR MOM AND YOU AS A KID. AND YOU WERE REALLY NICE.

>> STILL IS! GOD BLESS YOU. >> THANK YOU.

>> YOU'RE QUITE WELCOME. >> ADRIAN GARCIA: THE NEXT RESOLUTION IS IN HONOR OF HISPANIC HERITAGE MONTH.

ANYWAY, LIKE I SAID, WELL, THREE YEARS AGO, SEPTEMBER 25TH, 2019 AT 3:35 P.M. I FELT A WOOSH IN MY EAR AND I LOST MY HEARING COMPLETELY IF MY LEFT EAR. IT HAPPENED AT THE WORST TIME BECAUSE THAT'S WHEN COVID HIT. PEOPLE WERE WEARING MASKS AND IT WAS SO HARD. PEOPLE WHO HAVE A HEARING PROBLEM FIND IT SOPL HARD TO UNDERSTAND OTHER PEOE.

RAQUEL BECAME MY EARS. SHE DID A LOT OF CALLS FOR ME.

THEN I FINALLY GOT A COCHLEAR IMPLANT A YEAR AGO AND I HAVE

[01:05:03]

ABOUT 65% HEARING. >> I ONLY SAY IT TWICE.

>> THANK YOU VERY MUCH FOR THIS HONOR.

WELCOME.N GARCIA: YOU'RE QUITE >> I DON'T HAVE ANYTHING TO ADD TO THAT. WHAT YOU'VE SAID IS EXACTLY WHAT WE DO. IT JUST SOUNDS SO MUCH BETTER WHEN YOU SAY IT. I'M JUST HERE FOR MORAL SUPPORT.

HE IS THE ONE THAT MAKES ME WANT TO BE A PART OF IT.

>> ADRIAN GARCIA: BEAUTIFUL. >> 50 YEARS.

>> RODNEY ELLIS: 50 YEARS? I --

>> ADRIAN GARCIA: 56? >> NO, US IS 50 YEARS.

>> ADRIAN GARCIA: OH. >> WE MET EACH OTHER JULY 29TH, 1972. THREE MONTHS LATER WE WERE

MARRIED. >> ADRIAN GARCIA: OH WOW!

>> WE DIDN'T WANT TO WASTE ANY TIME.

>> ADRIAN GARCIA: AND YOU HAVE IT.

YOU HAVE DONE SOME INCREDIBLE THINGS.

THANK YOU VERY MUCH AND CONGRATULATIONS.

>> RODNEY ELLIS: WE ARE HONORED TO HAVE YOU AND THANK YOU, COMMISSIONER GARCIA, FOR DOING THAT.

>> ADRIAN GARCIA: AND NOW THE NEXT TWO RESOLUTIONS THAT I -- WELL, NOT NEXT TWO RESOLUTIONS, BUT I DO WANT TO ACKNOWLEDGE THAT ONE OF THE TRADITIONS I STARTED IN MY OFFICE SINCE BECOMING COMMISSIONER WAS THAT I REMEMBER WHEN MY BROTHER WAS RECOGNIZED FOR MAYOR FOR A DAY. PEOPLE IN HOUSTON DIDN'T HAVE A HISPANIC MAYOR, BUT IT WAS MY OLDER BROTHER.

HE WAS A STELLAR STUDENT AND VERY INVOLVED IN HIS SCHOOL ACTIVITIES AND VERY ACCOMPLISHED.

REMEMBERING THAT HAS STAYED WITH ME.

I WANTED TO START THE TRADITION OF ALWAYS RECOGNIZING THOSE TOP-PERFORMING STUDENTS WHO ARE ACHIEVING GREAT THINGS.

TODAY WE HAVE A TWOFER IN PRECINCT TWO.

THE TWOFER IS COMMISSIONER FOR A DAY MARGARITA AMAYA AND WE ALSO HAVE ESMEALDA AMAYA. AND SO THE COOL THING ABOUT THESE TWO YOUNG LADIES IS THAT THEY HAVE ALREADY -- THEY EARNED THEIR ASSOCIATES BEFORE THEY HAD A HIGH SCHOOL DIPLOMA.

ESMERALDA RECEIVED HER ASSOCIATE'S WITH HONORS FROM HCC , A DUAL CREDIT PROGRAM DURING HIGH SCHOOL.

SHE IS -- BOTH THESE YOUNG LADIES HAVE ATTENDED HOUSTON GATEWAY ACADEMY, ELITE COLLEGE PREP AND ESMERALDA WAS VALEDICTORIAN AS -- YES, THEY WERE BOTH VALEDICTORIANS IN MAY OF THIS YEAR. ESM -- ESMERALDA AND MARGARITA ARE BOTH GOING ON TO ATTEND SAM HOUSTON STATE UNIVERSITY.

ESMERALDA MAJORING IN FASHION MERCHANDISING AND MARGARITA MAJORING IN ANIMATION. ESMERALDA'S FAVORITE SUBJECTS ARE ART, MATH, READING. SHE DREAMS OF MAKING CLOTHING FOR AFFORDABLE FOR EVERYONE WHO WANTS TO BUY.

WHETHER WORKING FOR A STORE OR CREATING HER OWN BRAND, ESMERALDA WANTS EVERYONE TO ENJOY THE CLOTHING THAT MAKES THEM FEEL LIKE THEMSELVES. THAT IS BEAUTIFUL.

AND MARGARITA'S FAVORITE SUBJECTS IS HISTORY, MUSIC, READING AND SHE DREAMS OF STARTING A YOUTUBE CHANNEL FOR ANIMATION DURING AND AFTER COLLEGE.

MARGARITA WOULD ALSO LIKE TO PLAY OR MAKE MUSIC THAT WILL -- THAT WOULD MAKE PEOPLE SMILE. SO THESE TWO YOUNG LADIES AND -- ARE GONNA -- COMMISSIONER, IF YOU WILL ALLOW THEM, I'M GOING TO ASK -- OKAY. ESMERALDA, WHY DON'T YOU SIT IN THE JUDGE'S SEAT AND MARGARITA, YOU CAN SIT IN MY SEAT.

>> RODNEY ELLIS: WE HAVE TWO EXTRAS OVER THERE.

>> ADRIAN GARCIA: RIGHT. THEY HAVE A COUPLE OF ITEMS, COMMISSIONER THEY WILL PRESENT. I WILL REFER -- I WILL RESORT TO BEING A STAFF MEMBER AT THIS POINT.

OKAY. WHO IS GOING FIRST? AND NOW WE KNOW THE DIFFERENCE. NOW WE KNOW WHO IS WHO.

>> GOOD AFTERNOON, MEMBERS OF THE COURT, COMMISSIONER GARCIA.

THANK YOU FOR THIS OPPORTUNITY TO PRESENT AGENDA ITEM 274 TODAY

[01:10:04]

THAT WAS APPROVED EARLIER. IT READS, REQUEST FOR APPROVAL OF RETAIL PRICES, GATE FEES AND FOOD SALES FOR THE ANNUAL CLEAR LAKE REID FESTIVAL PAVILION NOVEMBER 12TH, 2022.

THANK YOU. >> RODNEY ELLIS: THANK YOU.

>> ADRIAN GARCIA: MARGARITA? >> GOOD AFTERNOON, MEMBERS OF THE COURT, COMMISSIONER GARCIA. THANK YOU FOR THIS OPPORTUNITY TO PRESENT AGENDA ITEM 275 TODAD EARLIER.

IT READS REQUEST FOR APPROVAL OF FEES FOR A FUNDRAISER EVENT SUPPORTING THE SWAG BOYS SET TEAM AT THE COMMUNITY CENTER ON OCTOBER 29TH, 2022. THANK YOU.

>> ADRIAN GARCIA: THANK YOU. CONGRATULATIONS ON YOUR

COMMISSIONERS FOR A DAY. >> RODNEY ELLIS: THANK YOU.

>> ADRIAN GARCIA: AND GO FIGURE. YOU KNOW, I WISH WE COULD HAVE -- I'M GLAD -- MAYBE I'M GLAD WE DON'T HAVE A FORUM.

ONE OF THE THINGS WE CAN ASK FOR IS THE STAFF GET A PAY RAISE.

WE'LL TAKE IT OUT OF YOUR BUDGETS.

THANK YOU. THANK YOU VERY MUCH.

>> THERE. YOU WILL REMEMBER THIS WHEN YOU ARE RUNNING. GET THE VIDEO.

>> RODNEY ELLIS: THANK YOU. THANK YOU FOR JOINING US FOR

TODAY. >> ADRIAN GARCIA: AND WOULD YOU LIKE TO SAY A COUPLE WORDS TO YOUR MOM AND UNCLE?

>>

>> ADRIAN GARCIA: BEAUTIFUL. BEAUTIFUL.

>> RODNEY ELLIS: THANK YOU SO MUCH.

>> ADRIAN GARCIA: CAN I BE COMMISSIONER AGAIN?

>> RODNEY ELLIS: AND DON'T LEAVE EARLY.

THIS WILL BE A LATE DAY. >> ADRIAN GARCIA: ALL RIGHTY.

THAT IS -- I LOVE IT. I LOVE IT.

THESE ARE OUR FUTURE LEADERS OF OUR NATION.

YOU KNOW, COMMISSIONER ELLIS, THIS IS A SMALL ATTEMPT TO CREATE A TYPE OF PROCESS LIKE YOU HAVE DONE AT THE STATE LEGISLATURE. EVERY ONE OF THESE STUDENTS I BRING UP AT THIS TIME OF THE YEAR DO RECEIVE A THOUSAND-DOLLAR CHECK FROM ME AS WELL.

>> RODNEY ELLIS: I LOVE IT. >> ADRIAN GARCIA: SO EACH OF THESE YOUNG LADIES -- I WON'T DO TRIPLETS NEXT YEAR.

IT GETS EXPENSIVE. BUT I'M VERY PROUD OF THEM.

>> RODNEY ELLIS: IMPRESSIVE. >> ADRIAN GARCIA: ALL RIGHT.

THANK YOU. >> RODNEY ELLIS: IS THAT IT?

>> ADRIAN GARCIA: THOSE ARE THE RESOLUTIONS.

>> RODNEY ELLIS: DO WE WANT TO TAKE ANY PICTURES?

I KNOW WE TOOK THEM WITH -- >> ADRIAN GARCIA: WE'RE OKAY.

>> RODNEY ELLIS: SO HERE IS WHAT I WOULD SUGGEST.

INSTEAD OF FOLLOWING THE LIST, I DON'T KNOW WHO IS STILL HERE, BUT PEOPLE WHO WANT TO TESTIFY FOR THEIR ONE MINUTE, WE WILL JUST LET THEM COME UP. DOES THAT WORK ALL RIGHT?

>> YES. IF YOU CAN JUST HAVE THEM SAY

THEIR NAME. >> RODNEY ELLIS: JUST SAY YOUR NAME WHEN YOU COME UP. YOU HAVE YOUR ONE MINUTE TO TESTIFY. YOU DON'T HAVE TO ALL STAND AT

THE SAME TIME. >> CAN I GO?

>> ADRIAN GARCIA: YEAH. >> MY NAME IS ALEXI SWARZKI.

THE SITTENS OF -- CITIZENS OF HARRIS COUNTY DO NOT WANT A TAX INCREASE. OR THE TAX INCREASE THAT WILL HAPPEN IF THE BOND APPROVAL IS -- BOND PROPOSAL IS APPROVED.

IT IS LEAVING IT FOR THE MAJORITY OF THE MEMBERS OF THE COURT TO SQUANDER AS THEY WISH. THERE IS MUCH WASTEFUL SPENDING IN COUNTY GOVERNMENT. THE COUNTY DEPARTMENTS WILL NOT RECEIVE CUTS IF THE NO NEW REVENUE BUDGET IS APPROVED.

COMMISSIONER CAGLE'S REQUEST FOR DISCUSSION ONLY HEARING TO INCREASE FUNDING FOR LAW ENFORCEMENT SHOULD HAVE BEEN GRANTED. THE LAW ENFORCEMENT BUDGET NEEDS TO BE INCREASED AND WASTEFUL SPENDING NEEDS TO BE DECREASED.

720 MURDERS A YEAR IN HARRIS COUNTY IS A REFLECTION OF THE PRIORITIES OF THREE MEMBERS OF THIS COURT AND THE IN INCOME -- INCOMPETENCY EXCEPT ALL ABOUT YOU ONE JUDGE.

IT IS KILLING MEMBERS OF THE LAW ENFORCEMENT.

IT IS NOT A PARTISAN ISSUE. NOBODY WANTS TO BE MURDERED.

SENATOR JOHN WHIT MEYER IS CONCERNED ABOUT THE FUNDING OF THE HARRIS COUNTY LAWEN -- LAW ENFORCEMENT.

>> ADRIAN GARCIA: THANK YOU. >> COMMISSIONERS, ERIC BATTON, EXECUTIVE DIRECTOR. TO BEGIN, THIS IS NOT A STATEMENT FUELLED BY POLITICAL THEATER.

WHAT I AM HERE TO CONVEY ON BEHALF OF MORE THAN 3,000 MEMBERS IS THE RECURRING MESSAGE FOR OUR NEED OF A COMMITMENT FROM THIS COMMISSION'S -- COMMISSION -- COMMISSIONERS' COURT FOR THE FUNDING TO PROVIDE LAW ENFORCEMENT TO THE CITIZENS WHICH THEY HAVE PAID FOR, BUT WE AS AGENCIES ARE STRUGGLING TO

[01:15:02]

PROVIDE. INCREASED SALARIES TO RETAIN CURRENT LAW ENFORCEMENT PROFESSIONALS WHO HAVE BEEN UNDERPAID FOR YEARS AND RECRUIT THE FUTURE PROFESSIONALS WHO ARE SEEKING A CAREER IN LAW ENFORCEMENT.

WE CANNOT ATTRACT QUALIFIED CANDIDATES IF THE COMMITMENT IS NOT MADE THAT WILL ADEQUATELY VALUE WHAT THEY ARE WILLING TO DO. LASTLY, IT IS SIMPLE.

NO ONE WANTS TO PAY HIGH TAXES AND RECEIVE POOR OR INADEQUATE SERVICES. THANK YOU.

>> RODNEY ELLIS: THANK YOU. >> ADRIAN GARCIA: ERIC, BET -- LET ME ASK YOU A QUESTION. DO YOU CARE THAT YOUR MEMBERS -- DO YOU CARE ABOUT A PAY RAISE FOR YOUR MEMBERS?

>> YES, SIR, WE ALWAYS CARE ABOUT PAY RAISES AND EQUITY

FUNDING. >> ADRIAN GARCIA: DO YOU DASH TKAURB KNOW, MOST UNIONS I EVER WORK -- YOU KNOW, MOST UNIONS I EVER WORKED WITH JUST WANT THEIR GUYS PAID WELL.

HOW THE SAUSAGE IS MADE IS INDIFFER -- IS INDIFFER RENT TO THEM. ARE YOU FOR PAY RAISES OR DO YOU WANT TO TRY TO FIGURE OUT PROPERTY TAXES AND TAXES IN GENERAL? I MEAN, IT HAS TO BE ONE OR THE

OTHER. >> COMMISSIONER, WE TALKED ABOUT THIS PW-FR. WE TALKED ABOUT THIS BEFORE.

YES, I AM ALWAYS CONCERNED ABOUT PAY RAISES.

HOW THE SAUSAGE IS MADE, YEAH, IT CAN MAKE A DIFFERENCE.

BUT I KNOW THE MONEY EXISTS IN HARRIS HARRIS COUNTY AND IT ALWAYS HAS. WE HAD A MASSIVE INFLUX OF PEOPLE IN HARRIS COUNTY AND SO THE TAX BASE HAS GROWN SUBSTANTIALLY. YOU KNOW, BOTTOM LINE IS WE CAN'T CONTINUE TO RAISE TAXES IF IT IS GOING TO PUT PEOPLE OUT OF

THEIR HOMES. >> ADRIAN GARCIA: GOT YOU.

SO THE FACT THAT YOUR TWO COLLEAGUES ARE NOT HERE.

>> I BELIEVE THEY ARE MORE YOUR KOLL -- COLLEAGUES AND MY

REPRESENTATIVES. >> ADRIAN GARCIA: I SAID TWO COLLEAGUES ARE NOT HERE, RATHER, YOU KNOW, I WAS WORKING TO GET A 5% RAISE UP TO ALMOST 8 AND THAT'S NOT GONNA HAPPEN.

I'M RECLAIMING MY TIME. THANK YOU.

>> THANK YOU. >> YOU PEOPLE ARE REALLY, REALLY

GOOD AT EXISTING. >> RODNEY ELLIS: SAY YOUR NAME.

>> DOROTHY OBLINSKY. IT IS ANOTHER WUPBD -- WONDERFUL DAY WHERE THE COMMISSIONERS DO NOT LOOK AT THE SPEAKERS.

THEY LOOK AT THEIR PHONE OR COMPUTER BECAUSE THEY KNOW WHAT WE SAY IS THE TRUTH. IT DOESN'T TAKE A ROCKET SCIENTIST TO SEE THAT OUR CITY IS IN TOTAL SHAM LEGAL -- SHAMBLES FROM OUR SCHOOLS TO CITY GOVERNMENT TO ROADS AND HORRIBLE CRIME. WE ARE ANOTHER BIG CITY LIKE ALL OF THE REST OF THE CITIES IN THE COUNTRY.

AND WHO ARE THEY RUN BY? WHO IS CHICAGO AND NEW YORK AND DETROIT AND L.A., BOSTON, WHO ARE ALL OF THESE COUNTRIES RUN BY? WHAT IS THE POLITICAL PARTY IT IS RUN BY? YOU ARE CREATING HOUSTON TO BE THE SAME KIND OF PLACE. AND ANOTHER THING YOU ARE NOT DOING IS YOU ARE -- YOU ARE OWNING THE MEDIA.

THE MEDIA IS GOING OUT AND LYING TO THE PUBLIC IN THIS CITY.

THEY ARE NOT TELLING THEM THE TRUTH ABOUT WHAT CAGLE AND RAMSEY HAVE BEEN DOING. WHY THEY HAVEN'T BEEN SHOWING UP. BECAUSE YOU ARE NOT TELLING THE TRUTH EITHER. YOU ARE CONTINUING TO TELL LIES AND FAKE THE PEOPLE OUT. YOU KNOW WHAT? WE ARE NOT GONNA TAKE IT. I WOULD LIKE MORE TIME.

>> ADRIAN GARCIA: THANK YOU. >> OF COURSE YOU DON'T WANT TO HEAR ME BECAUSE YOU DON'T WANT TO HEAR THE TRUTH.

CAGLE HAS A PLAN TO GET EVERYTHING DONE.

>> ADRIAN GARCIA: THANK YOU. >> WAKE UP.

>> RODNEY ELLIS: SAY YOUR NAME. >> CHRISTOPHER RIVERA.

I AM AGAINST ITEM 324. COMMISSIONER CAGLE LIKES TO USE THE TERM BOOTS ON THE GROUND. IT IS A PHRASE USED DURING MILITARY OPERATIONS AND THAT'S BECAUSE CAGLE AND RAMSEY ARE ENGAGING WAR AGAINST THE RESIDENTS OF HARRIS COUNTY.

THEY ARE HOLDING THE BUDGET PROCESS HOSTAGE AND AFFECTING THOSE MOST IN NEED BY CUTTING SERVICES TO THE HOSPITALS AND HOUSING AND DEBT RELIEF TO CONTINUE TO FUND THE BIGGEST GANG IN AMERICA. IF WE ALLOW THIS PROPOSAL FOR 500 LAW ENFORCEMENT OFFICERS WE WILL NOT BE ABLE TO DECREASE THE NUMBER DESPITE WE HAVE POSITIONS UNFILLED.

IT SHOULD OPEN MORE LIBRARIES AND CREATING A JOB PROGRAM AND CREATING A FREE TUITION PROGRAM FOR RESIDENTS.

IT IT HAS PROVEN RESULTS TO DE -- TO DECREASE CRIME.

YET WE FUND LAW ENFORCEMENT AND ALL WE GET IS MEDIOCRE SERVICE AND WE GIVE OUTRAGEOUS AMOUNTS OF MONEY TO CONTINUE THEIR ASSAULT ON EVERYDAY PEOPLE. NO MORE MONEY FOR LAW ENFORCEMENT OR PROSECUTORS. WE NEED TO INVEST IN PROGRAMS

THATIL WL PROSECUTE -- >> RODNEY ELLIS: THANK YOU.

>> ADRIAN GARCIA: THANK YOU. >>Y MNAME ISAR MISSA HANSON.

>>DRIAN GARCIA: GO AHEAD. >> THANKI YOU, COMMISSIONERS.

AM GABRIELLA. ONE OF THE DOMINANTRG NARRATIVES THAT EMEED ISFU DEPARTMENTS ARE UNDER NDED BECAUSE OF A SINGLE EVENT, A LACK OF A QUORUM. THE PROBLEMS WITH OUR BUDGET BEGAN FAR EARLIER THAN SEPTEMBEH DEEPER THAN THE ACTIONS OF TWO MEN. I CAN'T UNDERSTAND WHY THIS COURT HAS NOT FOUGHT TOOTH AND NAIL FOR A 19-CENT RATE FOR HOSPITALS OR WHYBE POLLUTION CONTROL HAS NOT EN FUNDED TO KEEP UPS. WITH INFLATION FOR 20 YEAR PUBLIC SAFETY IS NOT SOMETHING THAT CAN BEUS PACKAGED AND SOLD BACK TO . SAFETY REQUIRES ACCOUNTABILITY AND COMMUNITY PARTICIPATION. ITDO REQUIRES A GOVERNMENT THAT ES EVERYTHING IN ITSOT POWER TO MAKE SURE WE ARE N DYING FROM PREVENTABLEE. DISEASE, POLLUTION OR VIOLENC BUT INSTEAD I SEE WILLFUL DENIAL OF THE HARMS OF POLICING AND INCARCERATION. I SEE LIP SERVICE TO THE BELLIES OF INCLUSIVE TEE, BUT NOT AN AGENDA PURBLED -- PUBLISHED IN SPANISH OR VIETNAMESE. I SEE A COURT THAT WOULD KICK THINGS DOWN THE ROAD TO A BOND ELECTION OR A MORE FAVORABLE COURT THAN TO STEP UP TO THE PLATE AND SAY WHY WE ARE IN THE

CRISIS -- >> THANK YOU, MA'AM.>>

>> RODNEY ELLIS: THANK YOU. WOULD BE SAFEST -- IN THE

SAFEST MOMENT IN HISTORY.>> >> ADRIAN GARCIA: THANK YOU.

THANK YOU VERY MUCH.UR >> ADRIAN GARCIA: APPRECIATE

YO WORDS. >> RODNEY ELLIS: NEXT?

>> I AM MICHAEL TOLCH. CRIME IS NOT A PHYSICAL OBJECT.

CRIME IS NOT AN ENTITY YOU CAN FIGHT.

THERE IS NO SUCH THING AS BEING TOUGH ON CRIME.

YOU'RE TKPWAOEG -- YOU'RE BEING TOUGH ON PEOPLE.

IF MORE FOCUS AND MONEY WAS PUT TOWARD PROVIDING INSTEAD OF PUNISHMENT WE WOULD SEE A DROP IN CRIME.

IF MORE TIME AND ATTENTION WAS PUT TOWARD CARING FOR COMMUNITIES RATHER THAN POLICING THEM, WE WOULD SEE A DROP IN CRIME. IT IS BECAUSE -- THIS IS BECAUSE CRIME IS AN EFFECT AND THE CAUSE IS PEOPLE OF A COMMUNITY NOT HAVING ACCESS TO THE THINGS THEY NEED.

NEXT TIME YOU ARE SICK OR INJURED OR A LOVED ONE IS SICK OR INJURED OR YOU -- ARE YOU GOING TO FEEL GOOD ABOUT CUTTING FUNDS FOR HARRIS HEALTH AND GIVING MORE GUNS AND RAISES TO THE BULLIES OF HPD? YOUR CONSTITUENTS WILL NOT BE HAPPY WITH THAT. THAT'S IT.

>> ADRIAN GARCIA: THANK YOU. >> RODNEY ELLIS: YES, SIR.

YOU ARE NEXT. SAY YOUR NAME FOR THE RECORD.

>> ANYWAYS, I BROUGHT -- >> RODNEY ELLIS: OKAY.

>> ADRIAN GARCIA: STATE YOUR NAME PLEASE.

>> I AM PAUL VAY AND I AM A RETIRED HOUSTON POLICE DEPARTMENT OFFICER FOR 31 AND A HALF YEARS AND I RETIRED FROM THE HARRIS COUNTY SHERIFF AFTER 11 YEARS.

THAT'S 42 YEARS OF SERVICE. I CAME HERE TO SPEAK ON YOUR FUNDING OF POLICE. I ALSO WOULD LIKE TO QUOTE THE BIBLE AND SAY -- THIS IS FROM THE SERMON ON THE MOUND.

BLESSED ARE THE PEACE MAKERS AND I THINK WE NEED PEACE.

WE WILL BE CALLS SONS OF GOD. THERE IS A SON OF GOD RIGHT THERE. AND ALL OF THE POLICEMEN THAT WERE HERE TODAY ARE SONS OF GOD AND WE ARE THE PEACE MAKERS IN THIS COUNTY. I CAME BECAUSE I HAVE BEEN WITH TWO AGENCIES AND I WANT TO REMIND YOU BOTH AND ADRIAN YOU SHOULD KNOW THIS, THERE IS OVER 52 AGENCIES IN HARRIS COUNTY AND THEY TAKE EVERYBODY TO JAIL AND THE JAIL NEEDS TO BE EFFICIENT AND THERE NEEDS TO BE PEOPLE THERE AND WE NEED TO HAVE FUNDS SO THE DISTRICT ATTORNEY CAN PROSECUTE THE CASES.

I WOULD LIKE TO FINISH BY QUOTING MARTIN LUTHER KING, JUNIOR. HE STATED IN THE 1950S --

>> THANK YOU, YOUR TIME IS UP. >> THERE IS INJUSTICE EVERYWHERE

AND JUSTICE EVERYWHERE. >> ADRIAN GARCIA: THANK YOU.

[01:25:01]

>> RODNEY ELLIS: ANYONE ELSE? I KNOW YOU SPOKE EARLIER.

ARE THERE ANY PEOPLE ON THE PHONE?

ANYONE WE NEED TO CALL? >> YES, WE HAVE --.

>> RODNEY ELLIS: SOME FOLKS HAVE BEEN WAITING

LET'S GO DOWN THAT LIST. >> OKAY.

FIRST IS SPEAKER NUMBER 9, SANDRA RODRIGUEZ.

SHE IS SPEAKING ON ITEM 52 UNDER KOUPB TAOEP -- COUNTY ENGINEER.

YOU HAVE ONE MINUTE. GO AHEAD, PLEASE.

>> HI, GOOD AFTERNOON, COUNTY JUDGE HIDALGO AND COMMISSIONERS.

MY NAME IS SANDRA RODRIGUEZ AND I AM THE PRESIDENT OF THE GALSTON NEIGHBORHOOD. I SIGNED UP TO SPEAK ON ITEM 52.

I HEARD AWHILE AGO THAT THE PLAN WAS APPROVED SO I WANT TO THANK YOU ALL FOR THIS. THIS IS A LONGTIME COMING, BUT IT DIDN'T HAVE TO TAKE THREE MEETINGS FOR IT TO BE APPROVED, BUT WE REALLY UH -- APPRECIATE IT AND NOW WE CAN GET STARTED WITH OUR COMMITTEE MEETINGS AND ENVISIONING WHAT WE WANT THE PLAN TO LOOK LIKE. THE COMMUNITY HAS ONE PART AND

THIS INVESTMENT -- >> RODNEY ELLIS: MAKE SURE, MA'AM, I AM JUST THINKING, WE DID PASS IT, BUT THE ITEM WILL HAVE TO COME BACK AGAIN UNLESS YOU SAY YOU WANTED IT TO PASS MORE THAN YOU TESTIFY. I DON'T KNOW HOW TO MAKE SURE IT

WILL GO INTO EFFECT. >> YES.

>> SORRY, COMMISSIONER. THIS IS JAY.

MY UNDERSTANDING IS THAT THE SPEAKER IS AWARE AND IN HER COMMENTS IS AWARE IT HAS PASSED. SHE IS SIMPLY WANTING TO SPEAK AND THANK THE COMMISSIONERS FOR PASSING ITRC.

>> RODNEY ELLIS: THANK YOU. >> ADRIAN GAIA: THANK YOU.

>> YES. I WANTED TO EXPRESS MY

APPRECIATION. >> RODNEY ELLIS: THANK YOU.

>> THANK YOU. >> NEXT IS VIRTUAL SPEAKER NUMBER 10, REYES. AND SHE WILL BE USING AN INTERPRETER. INTERPRETER, YOU ARE UNMUTED NOW. MONICA REYES, YOU HAVE ONE MINUTE. GO AHEAD, PLEASE -- I'M SORRY.

2 MINUTES. >> PR-FRPB --

SPANISH]. >> GOOD AFTERNOON. MY NAME IS MONICA REYES.

I BEEN LIVING FOR 15 YEARS IN THE HOUSTON AREA, AND I AM HERE TO REPRESENT MY COMMUNITY TO SAW LIS -- TO SOLICIT THE SUPPORT OF

THE MASTER PLAN FOR BAYLOR PARK. >>

>> ADRIAN GARCIA HAS SUPPORTED US AND KNOWS ABOUT THE HELP OUR COMMUNITY NEEDS. IF YOU ALL CAN SUPPORT US WITH APPROVING THE MASTER PLAN SO WE CAN RECEIVE MORE PROGRAMMING AND

LIKE THE PARKS. >> ADRIAN GARCIA: REAL QUICKLY, LET ME VISIT WITH HER IN SPANISH.

>> THANK YOU FORGETTING IT APPROVED AND WE CAN RECEIVE YOUR

SUPPORT IN THE FUTURE AS WELL. >> RODNEY ELLIS: NEXT?

>> INTERPRETER, I AM MUTING YOU BACK NOW.

NEXT IS SPEAKER NUMBER 16, JULIA ORDUA, TEXAS HOUSERS SPEAKING ON 107 UNDER COMMUNITY SERVICES. YOU HAVE ONE MINUTE.

GO AHEAD, PLEASE. >> GOOD AFTERNOON.

I AM SENDING WELL WISHES TO THE JUDGE AND HELLO COMMISSIONERS.

I AM HIGH SCHOOL YAW ORDU -- I AM JULIA ORDUNA.

[01:30:05]

I WANT TO APPLAUD YOU FOR THE MONUMENTAL LEAP YOU ARE TAKING IN GUARANTEEING SAFE, DECENT AND SAN TERRY HOUSING FOR -- SANITARY HOUSING FOR OUR VULNERABLE COMMUNITY MEMBERS.

YOU ARE DECLARING TO TENANTS ALL OVER HARRIS COUNTY THAT THEIR SECURITY AND HOUSING STABILITY MATTERS, THAT THEIR LIVES MATTER. AS A TENANT MYSELF, I KNOW WHAT IT IS LIKE TO LIVE WITH THE KNOWLEDGE THAT YOUR HOME IS NOT TRULY YOUR OWN AND YOUR LANDLORD CAN ACT AS A MOMENT'S NOTICE.

YOU ARE HELPING TENANTS IN MUCH MORE PRECARIOUS SITUATIONS THAN MINE. YOU ARE ALSO SECURING THAT LANDLORDS, DEVELOPERS AND PROPERTY OWNERS WHO DECIDE THEIR BUSINESS IS HOUSING DO NOT SOLELY ACT AS BUSINESS OWNERS WHO ARE BENEFITING FROM MY TAX DOLLARS, BUT ACTUALLY CONTRIBUTORS TO OUR SOCIETY AND MAKE SURE THAT LIVING CONDITIONS OF THESE DEVELOPMENTS ARE MAINTAINED.

>> THANK YOU, MA'AM, YOUR TIME IS UP.

>> WE CAN -- CANNOT LET OUR -- >> RODNEY ELLIS: THANK YOU.

>> ADRIAN GARCIA: THANK YOU. >> THANK YOU, MA'AM, YOUR TIME

IS UP. >> NEXT IS SPEAKER NUMBER 71, MARIA -- MARIE ELAINA CORTEZ SPEAKING ON ITEM 315.

HAVE YOU ONE MINUTE. GO AHEAD, PLEASE.

>> YES, HELLO. GREETINGS TO EVERYONE.

THANK YOU SO MUCH FOR ALWAYS SHINING THE LIGHT FOR OUR CITY OF HOUSTON. I JUST WANT TO SAY THANK YOU [INAUDIBLE] TO JUST ASK YOU FOR PROPER FUNDING FOR THE LAW ENFORCEMENT AGENCY. THEY ARE SO IMPORTANT IN OUR CITY. I HAVE SEEN THEM POWER THESE AGENCIES AND WE DO SUPPORT ITEM 315.

SO KEEP SHINING YOUR LIGHT. THANK YOU SO MUCH.

[INAUDIBLE] >> RODNEY ELLIS: THANK YOU.

>> NEXT IS SPEAKER 42, MICHELLE CHAVEZ SPEAKING ON ITEM 315.

HAVE YOU ONE MINUTE. GO AHEAD, PLEASE.

>> YES, HELLO, MY NAME IS MICHELLE SRAU KHEZ AND I AM A VICTIM OF VIOLENT CRIME IN HARRIS COUNTY.

SPEAKING TODAY IS A WASTE OF MY TIME SINCE THE JUDGE SAYS SHE IS ABOVE HEARING WHAT WE HAVE TO SAY.

I AM TIRED OF BLATANT GUYS -- DISRESPECT SHOWN TOWARD VICTIMS AND OUR FAMILY. LAW ENFORCEMENT NEED THE APPROPRIATE FUNDING TO TACKLE THE BACKLOG AND CLEAR THE COUNTY JAIL POPULATION IN THE CORRECT WAY.

HAVING ENOUGH LAW ENFORCEMENT OFFICERS TO KEEP THIS COUNTY SAFE SINCE YOU HAVE DECIDED THAT RAMPANT CRIME IS OKAY TO TAKE OVER THE STREETS IS IT WHAT WE NEED.

YOU NEED TO PUT YOUR PERSONAL DIFFERENCES ASIDE.

WITH THE WAY YOU ALL HAVE EMBOLDENED CRIMINALS HUNDREDS OF CASES DALE HRAE ARE BEING ADDED TO THE ALREADY HIGH NUMBER OF CASES OUTSTANDING. STOP CATERING TO THE CRIMINAL ELEMENT IF YOU CLAIM THAT PUBLIC SAFETY IS AT THE FOREFRONT OF THE DECISIONS. IT IS NOT AN IMMEDIATE FIX TO THE CRIME PROBLEM AND IT SHOULD NOT BE A PRIORITY.

I'M GLAD LINA HIDALGO HAS PRIVATE SECURITY.

THAT'S GOOD FOR HER. WE DO NOT.

THANK YOU. >> COMMISSIONER, WE NEED A FEW SECONDS TO GET SOME MORE SPEAKERS ON THE LINE.

>> RODNEY ELLIS: OKAY. IS THERE ANYONE ELSE IN THE ROOM WHO HAS NOT SPOKEN AND WOULD LIKE TO SPEAK? IF NOT, I KNOW YOU SPOKE EARLIER, BUT I WILL GIVE YOU

ANOTHER MINUTE. >> [INAUDIBLE].

THERE IT IS. GOOD AFTERNOON, COMMISSIONERS, KEN WASHINGTON SPEAK ON 315. I AM HERE AGAIN TO SPEAK ON THE FUNDING FOR LAW ENFORCEMENT IN THE COUNTY ESPECIALLY CONSTABLE OFFICE AND THE SHERIFF'S OFFICE. I HEARD STATEMENTS MADE BY THE COURT YOU ARE SUPPORTIVE OF LAW ENFORCEMENT AND DOING ALL YOU CAN, BUT ACTIONS SAY OTHERWISE ESPECIALLY IDENTIFYING FUNDS AND WHERE THEY GO WITH REGARDS TO BUDGET ITEMS. CRIME HAS INCREASED AND WE RELY ON THE CONSTABLE'S OFFICE AND THE SHERIFF'S OFFICE RECEIVING THE TOOLS THEY NEED AND THE EQUIPMENT TO CONDUCT BUSINESS EVERY DAY.

ALSO PAYING TO KEEP THE DEPUTY THEZ NEED TO BE COMPETITIVE IN THE AREA WITH LAW ENFORCEMENT IN THE AREA.

MYSELF, LIKE THE REST OF HARRIS COUNTY TAXPAYERS ASK YOU SIGNIFICANTLY INCREASE THEIR PAY TO BRING THEM ON PAR WITH OTHER TOP LAW ENFORCEMENT AGENCIES IN THE REGION.

COMMISSIONER GARCIA, BASICALLY WHEN YOU WERE SHERIFF YOU WANTED A 4% PAY INCREASE FOR YOUR DEPUTIES.

ARE YOU ASKING FOR THE SAME THING FOR YOUR DEPUTIES IN LAW ENFORCEMENT NOW AND ALSO THE CONSTABLES AND DEPUTIES?

THANK YOU. >> ADRIAN GARCIA: THANK YOU.

AND ACTUALLY, IT WAS 14% RAISE I WAS ASKING FOR.

>> 14%. >> ADRIAN GARCIA: AND I AM TRYING TO STILL WORK ON IT. SO, YEAH, I AM ASKING FOR MORE

MONEY. >> THANK YOU.

>> ADRIAN GARCIA: THANK YOU. >> RODNEY ELLIS: ANYONE ELSE IN

[01:35:03]

THE AUDIENCE WHO HAS NOT SPOKEN WHO WOULD LIKE TO SPEAK? OKAY. ANYBODY ELSE ON THE PHONE?

ARE YOU TRYING TO GET THEM? >> YES, SIR.

WE ARE TRYING TO GET THEM. >> RODNEY ELLIS: OKAY.

DO YOU WANT A 10-MINUTE BREAK? WE'LL TAKE A 10-MINUTE BREAK.

I'M GONNA TAKE ONE. COMMISSIONER

>> THIS IS RODNEY ELLIS AND I WANTED TO TAKE A BREAK.

WE CAN HEAR THEM. >> SPEAKER 25 RAY HUNT SPEAKING

ON ITEM 315. >> RODNEY ELLIS: YES.

>> YOU HAVE ONE MINUTE, SIR. GO AHEAD.

>> THANK YOU, COMMISSIONERS. I WILL JUST TAKE A MINUTE HERE SINCE THAT'S ALL I HAVE. I JUST WANT TO TELL YOU I HAVE BEEN A POLICE OFFICER IN HOUSTON FOR 33 YEARS AND A RESIDENT OF HARRIS COUNTY FOR 58 YEARS. I BELIEVE THE GOVERNMENT'S NUMBER ONE ROLE IS TO MAKE SURE IT IS SAFE FOR THEIR CITIZENS THROUGH PUBLIC SAFETY. WE HAVE BEEN POLICED AT THE POLICE DEPARTMENT TO HAVE A COUNCIL WHO FULLY FUNDED OUR DEPARTMENT AND NEVER TALKED OF DEFUNDING.

I AM PLEADING WITH YOU TO PLEASE FUND YOUR CONSTABLES, FUND YOUR SHERIFF AND FUND YOUR DISTRICT ATTORNEY'S OFFICE WITH WHAT THEY NEED IN ORDER TO GET A LID ON THIS CRIME THAT WE HAVE.

IT'S A MAJOR PROBLEM. EVERY ONE OF YOUR CONSTITUENTS KNOWS IT IS A PROBLEM. AND TO EVEN TALK ABOUT DEFUNDING IS RIDICULOUS. ANYBODY TALKING ABOUT SIDEWALKS AND LIGHTS BEING LAW ENFORCEMENT, THAT'S NOT BOOTS ON THE GROUND. WE NEED BOOTS ON THE GROUND.

WE NEED MORE CONSTABLES. WE NEED MORE SHERIFFS AND WE NEED MORE PROSECUTORS. IF WE DON'T MAKE THIS HAPPEN, THIS COUNTY IS GOING TO BE DONE. THANK YOU.

>> RODNEY ELLIS: THANK YOU. >> NEXT IS SPEAKER 78, KATIE MERSDED SPEAKING ON 324. YOU HAVE ONE MINUTE.

GO AHEAD, PLEASE. KATIE MERSDEV? MA'AM, CAN YOU HEAR ME? ALL RIGHT.

ALL RIGHT, COMMISSIONER, THOSE ARE ALL OF THE SPEAKERS WE WERE

ABLE TO REACH. >> RODNEY ELLIS: THANK YOU.

JAY DO WE NEED TO DO ANYTHING? >> NO, COMMISSIONER.

THERE IS NOTHING THAT NEEDS TO BE DONE.

YOU CAN CONTINUE. >> RODNEY ELLIS: THANK YOU.

THANK YOU ALL FOR BEING SO PATIENT.
