WE PROVIDE A LOT OF BACK-TO-SCHOOL SUPPLIES AND VACCINES AS NEEDED TO MANY A BACKPACK CAN STILL BE CONSIDERED A LUXURY ITEM. I WANT TO THANK YOU DIRECTOR BARB E ROBINSON AN HER TEAM AT THE PUBLIC HEALTH DEPARTMENT FOR EVERYTHING THAT THEY DO TO SUPPORT CHILDREN AND FAMILIES. AND SUPPORTING MOTHERS BEFORE DURING AND AFTER PREGNANCY. BREAST-FEEDING IS A SMALL PIECE OF THE OVERALL HEALTH PICTURE BUT IT IS AN IMPORTANT ONE SEEKING GET THE NUTRITION YOU NEED. I ALSO WAN TO THANK THEM FOR WHAT THEY'RE DOING AS EMPLOYER AND GOVERNMENTAL ENTITY FOR ALL THOSE WHO VISIT OUR BUILDING AN ADVANCE IN REGARD TO WELLNESS AND NURSING HOMES. THIS RESOLUTION HONORS AUGUST AS NATIONAL BREAST-FEEDING AWARENESS MONTH. IT IS A TIME T PROMOTE THE AWARENESS OF BREAST-FEEDING ADVOCACY AND WE KNOW FROM THE WORLD HEALTH ORGANIZATION AND THE CENTER FOR DISEASE CONTROL AND PREVENTION THEY ALL RECOMMEND THAT INFANTS BE EXCLUSIVELY BREAST-FED AFTER SIX MONTHS TO THE GREATEST DEGREE. I ALSO WANT TO SAY THAN YOU TO PRESIDENT BIDEN FOR SIGNING THE PUMP ACT WHICH EXPANDED THE RIGHT OF NURSING EMPLOYEES TO RECEIVE REASONABLE BREAK TIME AND PRIVATE SPACE WHICH HELPS TO BUILD THE HEALTH OF THE BABY AND THE STRONG EMOTIONAL CONNECTION BETWEEN TH BIRTHING PERSON IN THE INFANT. ONLY ONE OUT OF FOUR IN THE U.S ARE EXCLUSIVELY BREAST-FED BY THE TIME THEIR SIX-MONTH-OLD AN THIS ADDS APPROXIMATELY 3 MILLION A YEAR TO MEDICAL COSTS TO THOSE IN THE U.S. IN THE HARRIS COUNTY PUBLIC HEALTH TEA FOR WHAT THEY ARE DOING TO SUPPORT WOMEN WITH PARENTS AND CHILDREN THROUGHOUT THIS LEVEL. AGAIN THIS IS A CHALLENGE NOT ONLY FOR HARRIS COUNTY BUT ALS AS ALL THE CITIES IN HARRIS COUNTY AND ALL EMPLOYERS IN HARRIS COUNTY. THIS IS A CHALLENGE TO MAKE SURE YOU ARE NOT ONLY RESPECTING THE RIGHTS OF THE PARENTS AS DESCRIBED BY LAW BUT YOU ARE ALSO CREATING A SAFE AND HEALTHY ATMOSPHERE TO SUPPORT FAMILIES. IT IS ALL ABOUT THE WORKING FAMILY SO AS MOTHER OF THREE LITTLE GIRLS WH HAD MY OWN STRUGGLES OF BREAST-FEEDING I WANTED TO BRIN THIS FORWARD TO CELEBRATE NATIONAL BREAST-FEEDING AWARENESS MONTH. I THINK IT'S A SIMPLE CHANGE IN THREE O FOUR PLACES RATHER THAN SAYING BIRTHING PERSON SAY MOM OR

MOTHERS. >> I THINK WE HAVE ONE SPEAKER?

DIMES PLEASE? >> HELLO AND THANK YOU FOR HAVING ME. I AM THE DIRECTOR OF MATERNAL CHILD HEALTH COLLECTIV IMPACT AT THE MARCH OF DIMES. W LEAVE THE FIGHT HERE FOR MOMS AND BABIES TO ENSURE THAT EVERY MOM BIRTHING PERSON AND BABY HA BEST POSSIBLE START. WE BELIEVE THAT BREASTMIL IS THE BEST FOOD FOR BABIES WITHIN THE FIRST YEAR OF LIFE HELPING THEM TO GROW HEALTHY AN STRONG PROTECTING THEM FROM INFECTION AND ILLNESS. IN THE U.S. 80% OF NEW MOM UESTART BREAST-FEEDING. MORE THAN HALF CONTIN AT THE SIX-MONTH MARK AND ONLY ONE THIRD CONTINUE THROUGH 12 MONTHS. STRATEGIES LIKE PEER SUPPORT EDUCATION PAI MATERNITY LEAVE AND BREAST-FEEDING SUPPORT IN OUR HOSPITALS AND WORKPLACES WILL HELP TO INCREASE AND ALLOW WOME TO BREAST-FEED LONGER. THANK YO FOR YOUR EFFORTS AND BEING STEADFAST SUPPORT FOR ALL MOMS EMPLOYED BY HARRIS COUNTY.

TALKING ABOUT BUDGET DEFICIT INCLUDING INCREASES IN STATE RESTRICTIONS UNCOUNTED COUNTY BUDGET LIKE THE PROHIBITION TO DECREASING THE PERCENT OF FUNDING THAT GOES TOWARD LAW ENFORCEMENT. OFTEN CATEGORIZED AS PUBLIC SAFETY. I AGREE THAT PUBLIC SAFETY SHOULD BE A PRIORITY BUT I BELIEVE THAT SOCIAL SERVICES ARE WHAT INCREASE PUBLIC SAFETY. AT THE PRECINCT ONE TOWN HALL WHEN THE OMB DIRECTOR NOTED THAT THE RESPONSE TO INTERACTIVE BUDGET ACTIVITY SHOWED THE PARTICIPANT DID NOT WANT MORE FUNDING FOR THE SO-CALLED PUBLIC SAFETY CATEGORY, THE GROUP OF ABOUT 60 ATTENDEES CHEERED. HARRIS COUNT RESIDENTS ARE TIRED OF 65% OF THE GENERAL FUND GOING TO PUBLI SAFETY AND JUSTICE CATEGORIES. [02:05:04]

THE AMOUNT OF CLOUD COVER. NOTE THAT IN JANUARY 2022 THE TUNNEL HUNG THE VOLCANO ERUPTED IN THE PACIFIC OCEAN. IT SENT OVER 146 TERRA GRAMS OF WATER VAPOR INTO THE EARTH'S ATMOSPHERE. EQUAL T 13% OF THE WATER VAPOR THAT WAS ALREADY PRESENT AS A HUGE INCREASE. IT CIRCUMNAVIGATED TH EARTH IN JUST ONE WEEK AND DISPERSED NEARLY POLE TO POLE IN JUST THREE MONTHS. MANY PEOPLE BELIEVE THAT THIS INCREASE IN WATER VAPOR IS WHAT IS CAUSING THE CURRENT HEAT WAVE. FOR A VARIETY OF REASONS DO NOT. BUT I ONLY HAVE ONE MINUTE AND I'D LIKE TO GO INTO THIS MORE. THANK YOU VERY MUCH.

THERE MAY BE SOME CHALLENGES ON HOW WE MEMORIALIZE THIS. BUT THEY WILL PROBABLY HAVE BEEN BURIED THERE BECAUSE IT WAS HOM BEFORE IT WAS MOVED RIGHT AT THAT SITE. BUT IT IS IMPORTANT. THE REASON I PUT THESE HERE IS THAT IT PROBABLY DIDN'T COST A LOT OF MONEY WITH THAT PARK. TH FORMER MAYOR OF GALVESTON WAS THE AUCTIONEER AT THAT SITE. AN HE DESCRIBED THE PERSON. IT IS IMPORTANT FOR US TO KNOW OUR HISTORY THOUGH. AND NOT IN ANYWAY BROWBEAT PEOPLE WITH IT.

AFRICAN-AMERICANS HAD TO BE SOME OF THE MOST FORGIVING PEOPLE ON THE PLANET I SAID TO MY COLLEAGUES BEFORE. WE GOT OVER IT. I SALUTE THE FLAG AND THE TEXAS FLAG. KNOWING THE HISTORY OF WHEN THE CURRENT TEXAS FLAG PLEDGE WAS WRITTEN.

1933 AND REVISED IN 1965. WHEN PEOPLE WHO LOOKS LIKE ME COULD NOT EVEN VOTE HERE. WOULD BE LYNCHED FOR BEING DOWNTOWN IN THE COURTHOUSE. I'M GOING TO PARTICIPATE IN I THINK WE WILL HAVE BUSES THAT WILL HELP TO BRING PEOPLE IN. I AM ENCOURAGING MY COLLEAGUES AND DID I MENTION THAT COMMISSIONER GARCIA WAS HERE WITH THE PROJEC WE ARE WORKING ON TOGETHER? THERE WAS AN UNDERGROUND RAILROAD GOING THE OTHER WAY AN I'M GLAD THAT I COULD GIVE A BI OF HISTORY THERE. THERE WAS A HALF BLACK PRESIDENT OF MEXICO. AND I SAID MAYBE THAT'S WHERE THEY TOOK THEM OUT. BUT MEXICO ABOLISHED SLAVERY BEFORE THE U.S. DID. THERE WERE PEOPLE THA WOULD GO IN TO MEXICO. HISTORY WILL UNEQUIVOCALLY DO THAT. IT ALL SEEKS TO THE FACT THAT YOU HAVE BEEN STANDING FOR JUSTICE. LIFTING UP THE UNDERSERVED. AND THE UNDERREPRESENTED. I'M VERY CONFIDENT THAT HISTORY WILL BE GOOD TO YOU. THANK YOU FOR YOUR LEADERSHIP AND YOUR UNWAVERING COMMITMENT. I GREW UP IN CROCKETT. MY FATHER LED THE INTERACTION IN THAT AREA. SEEIN MY DAD AND HIS FRIENDS ADVOCATE FOR WHAT IS RIGHT CAN MAKE QUIT A DIFFERENCE. EVEN THE HISTORY THAT YOU REFER TO ONE OF THE OLDEST BLACK COLLEGES IN TEXAS IS MARY ELLEN COLLEGE IN CROCKETT. IT IS ABOUT TO FALL DOWN AND THAT IS SUCH A SHAME. BUT THAT IS THE SORT OF THING THAT WE SHOULD FORGET BECAUSE I THE REDISTRICTING THAT WE WENT THROUGH THERE IS A LOT OF THING BUT REDISTRICTING THAT WE'VE TALKED ABOUT IN THIS TABLE. BUT THE BEST THING ABOUT THE REDISTRICTING? I GOT TO WALK THROUGH THIS AREA AND SHARE STORIES OF GREAT VALUE. SO THAN YOU FOR YOUR LEADERSHIP. THESE

[03:05:01]

ISSUES WERE VERY IMPORTANT TO NOT FORGET.

>> CONGRESSMAN GREENE THANK YOU FOR BEING WITH US TODAY AND THANK YOU FOR YOUR LEADERSHIP. THANK YOU FOR FIGHTING FOR CIVI RIGHTS AND YOUR HISTORY THAT IS SO POWERFUL HELPING ALL OF US REMEMBER IT AND LEARN FROM IT T MOVE FORWARD IN A WAY THAT WILL RESPECT EVERYONE'S DIGNITY AND RIGHTS. I LOVE ALL OF THESE CONGRESS CONVERSATIONS AND ESPECIALLY THOSE YESTERDAY. I WILL BE THERE AGAIN THIS YEAR A THE EVENT AND WE WILL DO EVERYTHING POSSIBLE TO LEARN AN PROMOTE OUR HISTORY. I BELIEVE THE TRUTH WILL SET US FREE AND WE WILL BE ABLE TO CONTINUE TO BUILD THAT PERFECT UNION. THANK YOU FOR YOUR EXAMPLE AND FOR BEING WITH US. SO THAT YOU CAN STAND IN SOLIDARITY.

>> THANK YOU VERY MUCH AS WELL. I DID MENTION YOU ARE COMING AN MAYBE THAT HELPED US TO PASS SO QUICKLY. THANK YOU FOR COMING.

>> MET HAVE A CLOSING COMMENT? >> GO-AHEAD.

>> ON THE 19TH OF THIS MONTH AT THE WYNDHAM HOTEL SOUTH MAIN AN KIRBY , 610 AND KIRBY WE WILL B HOLDING A SLAVERY REMEMBRANCE LEGISLATIVE UPDATE AND BREAKFAST. AND I AM WRITING ALL OF YOU TO BE IN ATTENDANCE. I WANT THE COMMISSIONER IF HE IS PREDISPOSED TO BE THERE WITH THIS RESOLUTION AS WELL. WE HAV RESOLUTIONS COMING FROM OTHER CITIES FROM FORT BEND THESE ARE SOME OF THE MOMENTS IN TIME HER I HAVE LIVED TO SEE IT AND I WILL BE QUITE CANDID THAT I PROBABLY SHOULDN'T HAVE. SOME VERY PROUD OF WHAT YOU'VE ALL DONE TO MAKE THIS POSSIBLE. WE HAVE A 9/11 REMEMBRANCE. AND WE HAVE A PEARL HARBOR REMEMBRANCE SLAVERY WAS A CRIME AGAINST HUMANITY. I DON'T WANT TO BROWBEAT ANYONE BUT I WILL BE CANDID I WANT PEOPLE TO FEEL SHAME BECAUSE I DO. WE HAVE TO HAVE SOME DEGREE OF SHAME.

THANK YOU AGAIN AND I TRUST THAT WE CAN ALL BREAK D BREA TOGETHER HEIN T TABLE OF BROTHERHOOD. GOD BLESS EACH YOO

U. >> THANK YOU. WE WILL GO BACK T THE RSAGENDA NOW. THE FIT ITEM IS ITEM NUMBER 13. ON PAGE OR REQUESTED BY PRECINCT 3 TO HOLD THE ITEM.

>> I DO NOT SEE A NUMBER THERE. HOW MUCH?

>> I BELIEVE MR. BARTON IS ON THE LINE TO ANSWER THAT

QUESTION. >> YES. GOOD AFTERNOON. THE BUDGET TRANSFER WAS ALREADY APPROVED IN JUNE WITH A TOTAL VALUE OF THE CONTRACT AT 14.18.

>> VERY GOOD. I MOVE THE ITEM. >> ALL THOSE IN FAVOR? ANY OPPOSED? IT PASSES. THE NEXT ITEM IS 21 IT WAS HELD BY 12 AN THREE. MAYBE IT WOULD MAKE SENS OF A PRESENTATION WITH THE

COUNTY ADMINISTRATOR? >> THANK YOU COMMISSIONER I APPRECIATE THAT. WE HAVE A POWERPOINT PRESENTATION HERE. I IS LONG AND I'M GOING TO SKIP SOME SLIDES AND TRY TO BE AS SHORT AS POSSIBLE. THESE ARE BI MOVES THAT WE ARE PROPOSING SO WANTS TO MAKE SURE THAT WE EXPLAIN THIS APPROPRIATELY WITHIN ENOUGH DETAIL FOR YOU TO BE ABLE TO MAKE A GOOD DECISION AT THE END. I ALSO WANT TO NOTE THAT THE SLIDES OF BEEN REVISED BUT FROM WHAT WAS SUBMITTED AS BACKUP LAST WEEK BASED ON CONTINUING WORK ON THE PRESENTATION MAKING SURE WE COULD REFINE IT AS MUCH AS POSSIBLE. THE FINAL BACKUP THAT WE ARE WORKING FROM A HAS THE NOTE OF THE FINAL REVISED

[03:10:02]

DISTRIBUTED AT 5:30 P.M. ON 723 THERE IS A LOT OF INFORMATION THE BACKUP BUT WHAT I'M FOCUSIN ON OUR ITEMS ONE A AND IB. THE RESTRUCTURING AND CREATION OF A DEPARTMENT SUSTAINABILITY AND ITEM 5 NEXT STEPS. THE REST OF THE INFORMATION IS ON THE SLIDE DECK FOR YOUR REVIEW. IF YOU HAVE ANY QUESTIONS I WOULD BE HAPPY TO ANSWER THOSE. I JUST WANTED TO REMIND TO THE COMMISSIONER OF THE MISSION TO PURSUE THE PRIORITY OUTCOMES.

THE COURT HAS IDENTIFIED MANY PRIORITY OUTCOMES BUT THE FOCU FOR TODAY IS ON GOVERNANCE AND CUSTOMER SERVICE. PROVIDING OUTSTANDING CUSTOMER SERVICE AN THE ENVIRONMENT REDUCING HARRIS COUNTY'S DIRECT GREENHOUSE GAS EMISSIONS. NEXT SLIDE PLEASE? THE WORK THAT WE ARE HIGHLIGHTING TODAY IS TIME BOUND. IT IS FROM JUNE OF THIS YEAR THROUGH MAY OF NEXT YEAR.

WHAT WE ARE DOING IS CATALYZING THE OPERATIONAL EXCELLENCE CLEARING THE DECK OF WORK THAT WE HAVE HAD LINGERING OVER THE LAST MONTHS OR YEARS AND TRANSFORMING THE COUNTY GOVERNMENT. OCA HAS IDENTIFIED 25 INITIATIVES THAT WE WANT TO FOCUS ON. THOSE ARE HIGHLIGHTED IN PURPLE. THESE ARE THE ONES ADDRESSED WITHIN THE PRESENTATION AS THE MOST URGENT AND ACTIONABLE INITIATIVES. WE WILL KEEP THE COMMISSIONERS COURT POSTED FOR THE PROGRESS AND TIMELINE OF OTHER INITIATIVES. IT'S JUST THAT WE ARE NOT QUITE FOCUSING ON THEM YET. NEXT I PLEASE? WE HAVE REVISED THE AUTHORITY BASED ON FEEDBACK THAT WE RECEIVED OF TH LAST MONTH AND A HALF. PRIORITY E 10 RELATED TO FLOOD CONTROL HAS BEEN ADDED. WE'VE BEEN WORKING WITH DR. PETERSON ON TH NEXT STEPS TO TAKE AS A COUNTY TO PROVIDE A PROACTIVE OVERARCHING AND COMPREHENSIVE APPROACH TO FLOOD CONTROL THAT HAS OBVIOUSLY BEEN A FOCUS FOR QUITE SOME TIME. BUT AT THE STAFF LEVEL, WE FEEL LIKE WE NEED TO COME BACK AND PROVIDE CLEARER AND MORE FREQUENT UPDATES ON THIS CRITICAL TOPIC. OKAY. SO WE HAVE MANY MAJOR INITIATIVES TO MANAGE IN ADDITION TO THE WORK OF EACH COUNTY DEPARTMENT. THE COUNTY DEPARTMENTS ALL MOVING FORWARD ON INDIVIDUAL PORTFOLIOS AND MAKING GREAT STRIDES. SO, WHY ARE WE TALKING ABOUT RESTRUCTURING NOW? PRIMARILY TH RESTRUCTURING WILL POSITION US TO EVOLVE TO THE NEXT LEVEL OF MATURITY WITHIN OUR SYSTEM AND PROCESSES. AND IT WILL HELP US MOST EFFECTIVELY SUPPORT THE PRIORITY OUTCOMES. WE ARE DOING THAT BY REPURPOSED THINGS STREAMLINING AND CLARIFYING OUR WORK. UNDER THE CURRENT STRUCTURE THE SCOPE OF WORK FOR THE COUNTY ADMINISTRATOR IS VER BROAD. IN ADDITION TO WHAT WE ARE SEEING WITH 18 DEPARTMENT HEADS THE COUNTY ADMINISTRATOR HAS SEVEN DIRECT REPORTS WITHIN OCA. THE COUNTY ADMINISTRATOR WOULD HAVE TWO DIRECT REPORTS. DAILY OPERATIONS WOULD BE UNDER A DEPUTY OR COUNTY ADMINISTRATOR. OVERALL THIS I A LOT OF SUSTAINABILITY. SHIFTING TO A MORE COUNTYWIDE SUPPORT ROLE. THE DIRECT REPORT OF RESPONSIBILITIES DECREASED I A WAY THAT WILL INCREASE THE IMPACT IN TERMS OF CONTRIBUTING TO COMMISSIONER PRIORITIES. IN ADDITION THERE IS A CORRECTION BASED ON STATUTE IN THE FIRE MARSHAL'S OFFICE. I AM PROPOSIN THAT WE CORRECT THE ORGANIZATIONAL CHART TO SHOW TH FILE MARSHAL UNDER A SEPARATE GROUP OF DEPARTMENTS. WE HAVE GOOD WORKING RELATIONSHIP AND STRONG COMMUNICATIONS OF THIS WILL NOT IMPACT HER WORK. IT RESULTS IN THE COUNTY ADMINISTRATOR OVERSEEING 17 DEPARTMENT HEADS AND TWO DIRECT REPORTS OF MANAGEABLE SPANS OF CONTROL. NEXT SLIDE PLEASE?

>> AS PART OF THE RESTRUCTURING WE WILL RECLASSIFY THREE EXISTING VACANT POSITIONS TO CREATE THE CHIEF EQUITY OFFICER THE DEPUTY COUNTY ADMINISTRATOR AND THE SENIOR ADVISER FOR PLANNING AND SPECIAL PROJECTS. THESE POSITIONS WILL BE

[03:15:01]

RECRUITED EXTERNALLY. THE DEPUTY COUNTY ADMINISTRATOR FOR JUSTICE AND SAFETY WILL BE RECLASSIFIED TO THE DIVISION HA OF COUNTYWIDE SECURITY. WE WILL BE HEARING MORE ABOUT ALL OF THIS NEXT MONTH. WE PLAN TO CREATE TWO NEW DIVISIONS WITHIN LCA. WITH RESEARCH AND ANALYSIS. WE PLAN TO EXPAND THE PROJECT MANAGEMENT OFFICE TO ENCOMPASS GRANTS AND PARTNERSHIPS. DIVISION DIRECTOR OF THESE TEAMS WILL ALSO BE RECRUITED EXTERNALLY. NOTE THE RESEARCH AND ANALYSIS TEAM WILL BE COMPRISED OF STAFF IN THE ANALYST OFFICE AND OGS. FOR THE RECORD SEE CAO AND OGS COMBINED A TOTAL OF 28 TOTAL GENERAL FUND POSITIONS WITH ALL THE CHANGES BEING PROPOSED FOR OCA NEARLY HALF OF THESE POSITIONS WOULD BE ASSIGNED TO THE RESEARCH TEAM. IF I DON'T HAVE THE FLEXIBILITY TO BE ASSIGNED TO OTHER TEAMS. ADDING TO THE LIMITATIONS ONE ADMINISTRATOR POSITION IS INCLUDED WITHIN THESE BUDGET CUTS. AND THERE ARE BUDGET DECISIONS THAT PRECEDED MY APPOINTMENT TO THIS POSITION. IF I HAVE THE FLEXIBILITY TO REASSIGN AND RECLASSIFY POSITIONS TO APPROPRIATELY STAFF THE APPROPRIATE DIVISIONS THAT I CA MAKE THE TOUGH CHOICES TO KEEP THE RESTRUCTURING BUDGET NEUTRAL. THEY ALIGN THE WORKLOAD TO THE NEW ORDER STANDS. THE MOVE TO UNIVERSAL STUDENT SERVICES WITH THE PHILANTHROPY FUNCTIONS GOING TO OCA GRANT AND PARTNERSHIPS DIVISION FOR MOST OMB. THERE IS A SUSTAINABILITY OFFICE MOVING THROUGH THE DEPARTMENT OF RESILIENCE AND SUSTAINABILITY. EARLY CHILDHOOD ADMINISTRATIONS AND HOMELESSNESS STRATEGY IN RESPONSE WHO MOVED TO COMMUNITY SERVICES. WE WILL RECRUIT FIVE HIGH-LEVEL VACANCIES AS MENTIONED EARLIER. THE BIGGEST CHANGE BEING PROPOSED AS A CREATION OF A NEW DEPARTMENT OF RESILIENCE AND SUSTAINABILITY.

THE TIME FOR MAKING CHANGES HAS PASSED. HARRIS COUNTY MUST LEAD IN THIS CRITICAL AREA. WE ARE THE THIRD LARGEST COUNTY IN THE NATION. THE MOST DIVERSE WITH A STUBBORN 16% POVERTY RATE AND OVER A QUARTER OF HER NEIGHBORS ARE FOREIGN-BORN. THEY HAVE SUSTAINABILITY EFFORTS TO INCLUDE SIX GOALS EIGHT STRATEGIES AND 32 INTERACTIONS. THE INITIAL REVIEW INDICATES THAT THE COUNTY IS MOVING IN TH WRONG DIRECTION. WHETHER GREENHOUSE GAS EMISSIONS GROWIN 3.2% TO 2022. WE HAVE TO CHANGE THAT TRAJECTORY. THE MISSION STATEMENT FOR THE NEW DEPARTMEN READS THAT THE DEPARTMENT OF RESILIENCE OF SUSTAINABILITY BUILDS RESILIENCE IN HARRIS COUNTY AND THOSE COMMUNITIES THAT WE SERVE WITH THE INFLUENC ON SUSTAINABILITY PRACTICES. AN IN GUIDING OPERATIONS ACROSS TH COUNTY ACCELERATING THE TRANSITION TO A LOW CARBON FUTURE. SIX INITIAL FOCUS AREAS WITH FLEET REFORM AND FACILITIE PLANNING. THEY WILL PROVIDE UPDATES TO COMMISSIONERS ON A FREQUENT BASIS TO ENSURE ALIGNMENT WITH COURT PRIORITIES IN KEY AREAS. THEY WILL SEEK TO LEVERAGE COUNTY RESOURCES WITH TAX DOLLARS IN THE PRIVATE SECTOR AND PHILANTHROPIC PARTNERS TO UNDERTAKE

[03:20:04]

TRANSFORMATIONAL PROJECTS. WE HAVE TO PLAN NOW FOR WHAT WE WANT HARRIS COUNTY TO LOOK LIKE IN 20 OR 50 YEARS. AND BECOME MUCH MORE SOPHISTICATED IN THE USE OF DATA AND ANALYTICS. THE PRIMARY GOAL OF THE DEPARTMENT IS TO ALLOW HARRIS COUNTY TO LEAD FUNDAMENTAL CHANGE BOTH IN THE REGION AND WITHIN THE INTERNAL OPERATIONS. WE CAN BECOME THE MODEL JURISDICTION B FOCUSING ON REDUCING GREENHOUSE GAS EMISSIONS ACCELERATING THE ENERGY TRANSMISSION, SINTERING COMMUNITY LED CLIMATE JUSTICE, BUILDING CLIMATE RESILIENCE WIT ECONOMIC AND ENVIRONMENTAL HEALTH OUTCOMES. INCREASING RESOURCES FOR RESILIENCE PLANNING AND ADAPTATION AND MAKING EXPLICIT COMMITMENTS TO EQUITY AND RACIAL JUSTICE. WE MUST ACT WITH A SENSE OF URGENCY. WE ARE ALL READING THE SAME HEADLINES EVERY DAY. LATER TODAY THERE WILL BE A BURN BAN THAT WILL BE ASKED TO BE PERFORMED. THIS WOULD ENSURE THOSE MOVES ARE NEEDED. THEY ENSURE THEM TO STAY WITH US. I MUST ADD THERETO IN THE SUSTAINABILITY WITH THAT LEVEL. THERE IS THE CLIMATE JUSTICE PLAN AND THE COMPETING ENERGY ASSESSMENTS IS THERE. THE EXISTING FACILITIES OR IN OTHER PARTS OF THE COUNTY. AGENDA ITE 194 RELATED TO THE LETTER OF INTENT IS ONE OF THE GRANTS THA THE SMALL TEAM IS BEEN LEADING ON. THEY'VE BEEN WORKING WITH YOUR STAFF AND OTHER PARTNERSHI HERE TO LEAVE THE CONSORTIUM WITH LOCAL NONPROFITS. LET'S SKIP TO SLIDE 25 PLEASE. THREE OF THE NEXT STEPS LIFTED REVEAL WORK NEEDED FOR THE RESTRUCTURING AND PHASE ONE OF THE CREATION. THE LAST TWO WILL SHIP THIS FOCUS WORKING WITH IG AND HR RM TO IDENTIFY POSSIBLE CHANGES TO THE FUNCTIONAL ASSIGNMENTS WITH ORGANIZATIONAL STRUCTURES. THIS IS BASED ON FEEDBACK THAT I RECEIVED FROM YOUR OFFICES. FINALLY ON THE LAST SLIDE HERE I REALIZE IT IS A HUGE ASK, IT IS LESS THAN IDEAL. THE SENSE OF URGENCY IS REALLY REQUIRED. I AM THE GOVERNMENT NERD WHO READS ALL THE BOOKS AND LISTENS TO THE PODCASTS. THIS IS ON THE PODCAST RECODING AMERICA WHERE GOVERNMENT IS FAILING IN THE DIGITAL AGE AND HOW WE CAN DO BETTER. THE PREMISE IS THAT OUR FUTURE DEPENDS ON THE ABILITY T IMPLEMENT. POLICY IS ONLY AS GOOD AS THE IMPLEMENTATION. THE CHANGES TODAY WILL SET US UP TO IMPLEMENT THE POLICY AND DELIVE ON THOSE PRIORITIES. THANK YOU FOR YOUR TIME, I IAAPPRECTE IT.

[03:25:04]

>> SO FOR THE NEW DEPARTMENT, THIS RECOMMENDATION WOULD BE TH CASH BALANCE IN THE FLEET FUND AND IT WILL BE USED TO START UP FUNDING. SO I CERTAINLY HAVE CONCERNS ABOUT THE OFFICE OF TH COUNTY ADMINISTRATOR. BUT RECOGNING THAT WE ARE ALL ORGANIZING THIS CORRECTLY TOGETHER, I REVIEWED WHAT IS BEING PRESENTED, MET WITH AND DISCUSSED WITH. THEY MAKE THAT MAJOR CHAIN UNTIL YOU MAKE THAT MAJOR HIRE. SO WE'VE NOT MADE THE DECISION YET WITHIN NEXT COUNTY ADMINISTRATOR. BUT I WOULD ADVOCATE THEY PICKED THI UP AND IT'S A GOOD START. THEY DO THIS AT MANY DIFFERENT FIRMS IN THE PAST. WE HAVEN'T FOUND THE MATRIX ORGANIZATIONS TO WOR VERY WELL. IT SCREAMS OF A MATRIX ORGANIZATION THAT I THIN WILL HAVE PROBLEMS I WILL HAVE SPECIFIC CONCERNS ABOUT ANY RECOMMENDATIONS BEING MADE HERE BUT AT THIS POINT I THINK WE NEED TO WORK THROUGH IT AND I WOULD ADVOCATE THAT WE PUT THIS ON HOLD UNTIL WE CAN MAKE THAT DECISION. I THINK IT WILL BE PREMATURE TO DO THIS AND THEN BRING IN SOMEONE THAT WOULD HAV A COMPLETELY DIFFERENT IDEA.

>> SO COMMISSIONER, THEY HAVE A SOURCE FIRM TELLING US ABOUT THIS. WE NARROW IT DOWN WITH A RECOMMENDATION IN OCTOBER. HOW WE TREAT THE INTERIM DEPARTMENT HEADS WHEN WE HAVE OTHERS WE PRETTY MUCH PUT THINGS ON HOLD UNTIL THAT PERSON OR SOMEONE IS

PERMANENT. >> I DON'T KNOW FOR ALL POSITIONS. THEIR OPEN MEETING REQUESTS BUTI DID SPECIFICALL ASK IF NTYOU WAED A CARETAKER O SOMEONE TO MOVE YOU FORWARD.

YOU WILL HAVE TO PUSH ME TO GET SOMETHING DONE. MY THOUGHT WAS THERE ARE APPOINTED POSITIONS. THEY DID A GOOD JOB BY CHANGING

[03:30:02]

IT. I WOULD REALLY JUST BE RELUCTANT TO HAVE THE DIRECTOR OR WHOEVER CAME IN AT THE INTERIM BASIS SIT THERE.

SOMETIMES WE CHANGE THE SPACES UP AND I CAN'T ALWAYS TELL YOU.

DID MEET AT EXPRESSED GRAVE CONCERNS YOU SHARE WITH ME THERE'S A LOT OF TOP HEAVINESS. MY INTEREST WAS CLEANING UP TH COUNTY ADMINISTRATOR'S OFFICE. WHAT THEY MADE WAS PROGRESSIVE OR NOT. AND SHE'S EXECUTING THIS PLAN. SO THIS IS MAJOR.

YOU'VE ADJUSTED THAT TOP HEAVINESS. WE HEAR THIS WITH DIRECTOR X NOW SUPPORTING THIS AND DIRECTOR Y IS. ALL THAT IS CHANGING. HOWEVER, I HAVE A LO RIDING ON THE OFFICE OF RESILIENCY HERE. AND I SUPPORT THAT WHOLEHEARTEDLY. SOME OF THAT N.HAVE HAPPE I HAD THE FIRST CHARGING STATION IN MY PRECINCT AND SUSTAINABILITY WAS INVOLVED IN THERE. FOR THE QUESTION OF ACCURATE BUY-IN OR NOT BY VIRTUE OF WHY WE CANNOT DO WITH THE OFFICE OF SUSTAINABILITY AND RESILIENCY HAVE SAID AND WHAT WE'RE DOING WITH SOME OF THESE OTHER AREAS GIVING THEM SOME STAFF SUPPORT WHY NOT GIVE THAT PERSON SOME TOP HEAVINESS THAT YOU HAVE IDENTIFIED SO THAT THEY CAN HEL WITH THE POLICY AND OTHER THINGS. I AM NOT SURE THAT WE ARE AT THAT WHOLESALE CHANGE. FOR THAT REASON I AM OUT. VERY SUPPORTIVE HERE. I WOULD REALL LIKE TO SEE THAT. I THINK WE

[03:35:21]

HAVE A LOT OF LOW HANGING FRUIT HERE RIGHT NOW. I DO HAVE SOME CONCERNS. AS OPPOSED TO MY OFFICE COMING UP WITH A BRIGHT IDEA HERE. IT CAME FROM THE MESSENGER. IT DOESN'T REFLECT WHAT I THINK. THERE'S AN INDEPENDENT OFFICE. IF THAT RESEARCH OFFICE MOVES IT WOULD GIVE US THAT QUALITY RESEARCH.

THEY SHOULD'VE USED IT MORE. THERE'S THE GENERAL OPERATING BUDGET. I LOVE THAT MINDSET THAT WE DO THIS. THERE'S PUBLIC SAFETY AND CHALLENGING TIMES. WANTED SOME OFFICE COMING UP WITH THOSE IDEAS. THERE IS THA RESEARCH AND JUSTICE AND SAFETY SIDE. FOR US TKNOWING THATHRE OF US E HAVE TO AGREOF IT ERAND THEFORE WAS HERE I WOULDN'T WANT US TO DRAG IT OUT. BUT I WANT YOU TO JUMP IN HERE COMMISSIONER.

>> THANK YOU FOR MY COLLEAGUES AND ALL THAT PERSPECTIVE. WE LOOK AT HOW SILENT THEY ARE. W BOLDLY NEED TO BE MOVING TOWARD PROGRESS. THIS IS A PERMANENT PERSON WHO DIDN'T WANT TO PRIORITIZE. RESILIENCY IS A PARAMOUNT PERFORMANCE. THERE'S THE GLOBAL ENERGY LEADER AND THERE'S NOT RECYCLING BEND.

SIMON ENERGIZED BY THIS. IF WE HAVE ENOUGH VOTES MORE PEOPLE CAN FOCUS ON THIS. THERE IS A BIPARTISAN STRUCTURE LAW THAT WOULD BE CHASING THE 400 MILLIO FOR SOLAR FOR ALL. AND THAT

[03:40:03]

WOULD REQUIRE A CONCERTED EFFOR AND IS COMPETITIVE LANDSCAPE AROUND THE COUNTRY. WE CAN RUN THIS BACK. I WANT TO MAKE SURE WE HAVE THE ENGINEERING DEPARTMENT AND ALL OF THE KEY OFFICES HAVING ROBUST DISCUSSIONS. WE HAD TO SEE WHERE WE NEED TO WORK BECAUSE EVERY OFFICE LIKE ENGINEERING I WE EVER GOING TO CHANGE THE BUILDINGS ABSOLUTELY NEED THAT ENGINEERING DEPARTMENT. WE CAN GO THROUGH EACH MOTION IN DETAIL. MY ONLY AREA OF CONCER THAT THE ONLY AREA OF CONCERN HERE. IT'S THE ONLY DEPARTMENT WORTH CREATING. WE HAVE ABOUT 20 ITEMS HERE. EVERYBODY'S STAF CAN DECIDE THERE IS CONSENSUS AND HEWEATR ISN'T IT COULD TWO OR THREE. THIS IS THE SS HOMELESSNE STRATEGY. FIVE IS ON THE RESTRUCTURING PHILANTHROPY AND OCA FOCUS. IN SEVEN AS THE DOORS. THIS IS TH WE HAVE SOME ASTERIX WITH THE FUNDAMENTAL HESITATION.

>> I AM READY TO SECOND THAT. I'M ALL RIGHT WITH IT. YOU CAN

PASS THAT PAPER AROUND. >> JUST TO BE CLEAR YOU DON'T ACTUALLY HAVE TO READ EVERYTHIN INTO THE RECORD.

>> I'M FINE WITH THE FIRST FIVE IF IT IS ACCEPTABLE BASED ON TH COUNTY ATTORNEY'S OFFICE. HAVIN THE FIRST FIVE IN WRITING AS PRESENTED IN THE LATEST ITERATION IT WAS CIRCULATED BY MY PRECINCT 14. THANK YOU VERY MUCH.

>> I KNOW WHAT I WILL BE PUTTIN IN THE LEGISLATIVE PASSION FOR

THE NEXT SESSION. >> COMMISSIONER WE SUBBED A SIG THAT. THEN LOOKING AT MOTIONS TO 5 IF THEY COULD BE PRINTED EVERYONE IS MAKING THAT MOTION. DID YOU WANT TO THINK ABOUT

[03:45:16]

THIS OTHER ONE URGES COME BACK? ARE YOU PREPARED TO SECOND A

MOTION? OKAY. >> I JUST ASK THAT THE TEAMS RECONNECT WITH OCA AND I THINK WITHOUT EMOTION WHAT I WOULD AS SO THAT WE CAN ADDRESS IT IN TH NEXT COURT MEETING IS TO SEE WHAT PROGRESS CAN BE MADE. I THINK THERE IS A WORKING GROUP THAT IS NEEDED FOR WHAT THE DOORS LOOK LIKE AND HOW IT CAN BE OPERATIONALIZED. COMMISSIONER GARCIA SAID THAT CORRECTLY THERE'S A LOT OF LOW HANGING FRUIT THAT YOU CAN GET ON SUSTAINABILITY. LET'S SEE HO FAR WE GET THAT WAY. THIS IS THE POINT PERSON IN ALL OF THES ISSUES. THE NEXT TIME WE MEET THAT'S HERE. WE WILL COME BACK WITH THE BUDGET AMENDMENTS. WE WAITED UNTIL THAT COURT ACTION THAT'S IMPORTANT.

>> THE ONE THING WE CAN DO QUICKEST PAY FOR IT.

>> BUDGET 125 ARE ALL BUDGET NEUTRAL SO IT WILL BE A DOLLAR FOR DOLLAR SWAP BETWEEN DEPARTMENTS. I JUST DIDN'T WANT ANYONE TO SAY HEY I THOUGHT WE WERE CHANGING IT? MR. MEARS THANK YOU FOR THAT THOUGHTFUL APPOINTMENT.

>> RESILIENCY AND SUSTAINABILIT ARE IMPORTANT. BUTTS, I DO BELIEVE IN MAKING SURE THERE IS A CONSENSUS AND SUPPORT AND I WOULD LIKE TO SIT DOWN WITH LIS TO SEE HOW ALL OF THIS WILL WORK. MORE IMPORTANTLY I DO THINK THERE IS LOW HANGING FRUI HERE. WE HAVE NOT EVEN SEEN THE COUNTY BUILDINGS THAT FOLLOW THROUGH WITH THIS PROGRAM. WE'V NOT ISSUED THE PROCUREMENT. WE STILL HAVE WORK TO DO TO IDENTIFY THE BUILDINGS TO PUT THOSE PANELS ON. THERE ARE STIL WAYS TO GET THROUGH ON OTHER LO HANGING FRUIT. AND THEN I TURN IT INTO A WORKING GROUP AND PUT THIS IN THE MOTION. BUT I WANT TO GET THAT IRA MONEY AS WELL.

SO WANTED TO STREAMLINE THE PERMITTING PROCESS. THERE'S A LOT OF WORK IN TERMS OF THE EMPLOYEES AND THE RESPECTIVE AREAS WITH WHAT ALL THIS MEANS. IT WILL GIVE US TIME TO CREATE MORE SUCCINCT VISION FOR SUSTAINABILITY AND HOW IT CAN

WORK IN HARRIS COUNTY. >> ONE ABSOLUTELY LOW HANGING FRUIT. COUNT US IN BECAUSE WE WANT TO ALWAYS BE RUNNING AGGRESSIVELY THIS WAY. THE TICKING CLOCK ON FEDERAL FUNDING, WHERE YOU BE VOTING ON THIS LATER BUT THERE ARE SO MAN OTHER OPPORTUNITIES. COUNT US I WE HAVE TO AGGRESSIVELY APPLY.

AS THE FORMER COO IN ME FROM MOTION SIX I KNOW THAT PHILOSOPHICALLY THERE IS A MACR ISSUE THEY ARE NOT READY TO MOV FORWARD. IS THERE ANYTHING HERE THAT COMES THROUGH. IS THERE

[03:50:16]

ANYTHING THAT IS TIME SENSITIVE PUTTING THIS SUSTAINABILITY HERE? WHAT WE HAVE TO DO IS COME BACK ON THE 29TH. WITH THOSE NEON THE COMMISSIORS COURT THERE'S A SUPPLEMENTAL BUDGET REQUEST ASKING FOR THE SUSTAINABILITY OFFICE. IT'S NOT THE PROPOSED BUDGET RIGHT NOW. I VOLUNTEER MY STAFF AS SOME

AMAZING POLICY TEAM MEMBERS. >> OBVIOUSLY RAISE MY CONCERNS BUT THE FUNDING. I WOULD SAY IF I WAS IN YOUR SHOES YOU WOULD WORK WITH WHATEVER YOU CAN GET. WE HAVE OTHER REGIONS IN THE COUNTRY. I LOVE THE CURRENT DIRECTOR WITH SUSTAINABILITY HERE. WE STILL HAVE UP A HORSE WE CAN MAKE IT RUN. BUT I LIKE TO SEE THAT LOW HANGING FRUIT TAKEN CARE OF. WE TO DO AS MUC AS WE CAN WITH WHAT WE CAN HEAR IN THE SECOND MEETING IN AUGUST WE WILL COME BACK. WE HAVE THE GOALS AND THE OUTCOME. THERE ARE DIFFERENT STAFF MEMBERS HER GETTING THOSE REGULAR UPDATES.

GRANT WRITING IS PARTICULAR. W ARE LOOKING TO SEE THOSE AS THE NEXT APPLE IF WE CAN REALLY TAK A BIG AMOUNT OF THOSE IRA TAX CREDITS. THERE IS AN ECONOMIC DEVELOPMENT AND A ONE OF THAT SHOULD BE MOVED OVER TO SUSTAINABILITY? WITH WHAT YOU JUST SAID IT WOULD BE A RESPONSIBLE IDEA. IT'S ANOTHER

REALLY SMALL TEAM >> OLPLEASE HD YOUR THOUGHT.

THANK YOU FOR YOUR CLARITY. ST OF WHAT WAS JU APPROVED AND IS

[03:55:17]

FIVE WITH THESE FIVE INITIATIVES. THERE THE FIRST FIVE MOTIONS. WE WILL PUT AN ITEM UP FOR THE TRANSFER WALL.

AMOUNT OF MONEY FROM WIDE APARTMENT AND THEY THOUGHT THER WOULD BE A DOLLAR OR TWO SAVED. THEY MAY END UP BACK ON THAT AGENDA. THERE'S THE RESEARCH AND ANALYSIS DEPARTMENT. NOW WITHOUT MOTION SIX OF THE REORGANIZATION I DON'T HAVE THE AUTHORITY NOW TO RECLASSIFY THE DIVISION DIRECTOR. YOU HAVE A WORKING GROUP FOLLOWED BY STATS AND COMMISSIONER RAMSEY AND

GARCIA WAS HERE? >> IF YOU COULD DRAFT THAT MOTION THAT AFFECTS JUST YOUR OFFICE I WOULD TAKE A LOOK AT

THAT. >> JUST TO BE CLEAR

>> WE PUT THE RFP HERE FOR THE GRANT WRITING SERVICES. THAT IS GOING TO BE AWARDED SHORTLY. WE'RE GONNA SEND THE EMAIL OUT TO ALL DEPARTMENT HEADS AND LET THEM KNOW THAT ALL THESE RESOURCES WILL BE AVAILABLE. ITEM 22. THE PUBLIC MEETINGS RELATED TO VET SERVICES THE MOTION HERE IT RELATES TO PUBLIC HEALTH OPERATIONS. THEY ARE ADVOCATING DIFFERENT SERVICES. I LIKE TO BRING FORWARD THOSE POSITION CHANGES.

ARE YOU THERE? MY NOTES SAY NO ACTION. IS THE EMOTION NEEDED O

THIS ITEM? W >>E DID WORK IN CONCERT. SO THANK GNYOU FOR RECOIZING ALL THE HARD WORK THAT THEY'VE DONE TO TRANSFORM THE VETERINARY PUBLIC HEALTH. TO IMPROVE WTHE OPERATIONSE WILL DEFER THIS TO THE COUNTY ADMINISTRATOR. THE MAIN ONE IS THERE IT'S ONLINE. THEY'RE GOING TO HAND THIS OUT

[04:00:09]

TO DIRECT ROBINSON. >> THANK YOU.

>> I WAS PART OF THE TEAM THAT LED THE OPERATIONAL REVIEW OF THE COUNTY DEPARTMENTS IN 2020. THEY INFORMED THE RECOMMENDATION THAT THEY MADE AND TALK ABOUT ALL THIS THEMSELVES. AS A REMINDER IN OCTOBER 2020 THERE IS AN OPERATIONAL REVIEW OF PUBLIC HEALTH. GAP ANALYSIS HAD JUST BEEN COMPLETED AND THERE IS THE REPORT COMING THROUGH WALL WOUL LOOK AT THE TOTALITY OF THE PUBLIC HEALTH. FOR EACH OF THE DEPARTMENTS ARE LOOKING AT ONE WAS FOCUSED ON FINDINGS FROM TH ANALYSIS. IT'S FOCUSED ON THI LEVEL WITH A NARROW FOCUS OF TH TOTALITY OF THE DEPARTMENT. THERE ARE SIMILAR JURISDICTIONS THAT WAS PART OF THE COUNTY THAT WAS UNINCORPORATED. THE BENCHMARK COUNTY SPIRIT LOOKING AT WERE NOT JUST BENCHMARKS FOR PUBLIC HEALTH BUT FOR ALL OF TH DEPARTMENTS AND THERE'S THE FUL COST WITH THE SIZE AND STATUS. SHORTLY THEREAFTER THE FOCUS OF THE HEALTH DEPARTMENT WITH COVID-19 AND THE STAFF IN THE DEPARTMENT HERE. WERE ABLE TO DO OUR ANALYSIS OF PUBLIC HEALT AND THE PUBLIC HEALTH DEPARTMENT WILL BE IN THAT BENCHMARK LEVEL. NEXT SLIDE PLEASE? THE PUBLIC HEALTH AND ALL THE DEPARTMENTAL MEETINGS REVIEWING STAKEHOLDER ENGAGEMENT. PART OF LIMITING OUR SCOPE MEANS THAT WE DID NOT MEET WITH MODEL LEVEL STAFF. WE THAT BENCHMARKING AS WE HAD LARGE COUNTIES IN TEXAS. LOOKING AT ORGANIZATIONAL STRUCTURE AND PERFORMANCE OVER THE LAST SEVERAL YEARS AND THEN FINALLY WE ENGAGE THE STAKEHOLDERS AND THIS AGAIN WAS STAKEHOLDERS OF PUBLIC HEALTH. NOT NECESSARILY SPECIFICALLY IN THE PUBLIC HEALTH. WE LOOKED A HARRIS COUNTY PUBLIC HEALTH SEPARATING THE ANIMAL CARE FOLLOWING THE DEPARTMENT ITSELF

[04:05:03]

IT WAS THE ONLY ONE THAT WE LOOKED AT THE COMBINE THOSE SERVICES WITH THE PUBLIC HEALTH DEPARTMENT AND THE RESEARCH THA WE ARE LOOKING AT WITH BEST PRACTICES NOT INDICATING THAT.

THIS IS THE APPROPRIATE RECOMMENDATION. AND THESE WERE THE CONVERSATIONS THAT WE WERE HAVING. IT'S PULLED OUT OF PUBLIC HEALTH. AND THERE ARE DIFFERENT OPTIONS. IT CAN BE USED WITH A MORE COHESIVE AND COLLABORATIVE APPROACH AS IT WA DEBATED SEVERAL MONTHS AGO CREATING AN INDEPENDENT DEPARTMENT THAT WOULD PROVIDE THE SERVICES SEPARATELY. AS I TOUCH ON A LOT OF THIS, IT MAKE SENSE TO BE REVISITING THESE CONVERSATIONS AND WHAT RECOMMENDATIONS WERE HERE AT TH TIME. ONE OF THE PRIMARY THING FOR PUBLIC HEALTH IS THE KEY PERFORMANCE INDICATORS THAT ARE NEEDED TO DETERMINE WHETHER OR NOT YOU ARE GETTING THE OUTCOME YOU ARE LOOKING FOR.

UNDERSTANDING HOW IT'S PERFORMING TODAY AND WHETHER OR NOT IT ALIGNS WITH YOUR GOALS I KEY FOR MOVING FORWARD. I'M HAPPY TO ANSWER ANY QUESTIONS ABOUT THIS VERY BRIEF

DISCUSSION. >> COMMISSIONER RAMSEY?

>> BEING CONSISTENT WITH MY OTHER CONVERSATION WE ARE LEAVING THIS AS IT IS AND THAT MAKES SENSE. NOT BLOWING IT UP.

AS THEY HAVE TALKED WE HAVE BETTER COORDINATIONS BOOSTING ADOPTION WITH THE SPAY AND NEUTER EVENTS PRIMOVING ANIMAL NETWORKING WITH PUBLIC HEALTH DEPARTMENTS ADD REDUCING THE EUTHANASIA NKRATES. I THI DIREC ROBINSON ERAND HER TEAM WE ALL ON TOP OF THESE THINGS WITH THE INPUT THAT WE HAVE RECEIVED FRO THE PUBLIC. I AM THENCOURAGED T OSE METRICS THAT WE CAN ACTUALLY GET INTO I UNDERSTAND WHY WE WOULD NOT HAVE WANTED TO SEPARATE. THERE IS RECOMMENDATION NUMBER ONE USING THE EXISTING PUBLIC HEALTH BUDGET.

>> CAN YOUR STUFF JUST EMAIL THIS REALLY QUICK?

>> WE WILL MAKE SURE. I THINK I IS WITHIN THE CURRENT LEVEL DIRECT ROBINSON DID YOU WANT TO COMMENT ON THE MOTION WAS MADE AND HOW IT MAY IMPACT YOUR TEAM

>> THE COURT GAVE DIRECTION FOR US TO GO BACK AND LOOK AT A NUMBER OF ISSUES. WE BELIEVE THE MARKET RATE IS THERE. WE WORK WITH MR. RAMOS'S OFFICE. THE MARKET ADJUSTMENTS I THINK

[04:10:13]

WOULD BE ANOTHER POSITIVE MOVEMENT. I DON'T WANT TO LOSE THIS. THIS IS ONE AREA THAT WE HAVE TO ADD THE POSITION. IN TERMS OF WHAT THOSE COSTS WOULD BE, I SUPPORT YOUR MOTION.

>> THERE ARE NO ISSUES ON THE MOTION. PUBLIC HEALTH IS CONSIDERING THAT. WE WOULD HAV SOME ISSUES GRADING THIS OUT OF THE BUDGET. I WANTED TO SHARE THAT. THEY HAVE IT IN THE BUDGET. AND THIS DOES NOT IMPAC IT. CAN YOU TELL ME IF YOU WOUL LIKE TO IMPROVE UPON THIS CLEAN CAUSE WITH THE APPROPRIATE

HEALTH BUDGET? >> I WOULD JUST LIKE TO BE SURE WERE ADDING THE NECESSARY POSITIONS AND ONE OF THOSE WAS ACTUALLYDDING THE VETERINARY DOCTOR. THIS IS WHERE THEY ARE ADDING THAT WITHIN THIS GROUP. SO WE HOLD UNTIL AUGUST 22ND WHEN WE INTRODUCE THIS. THIS I THE CURRENT STAFFING SALARIES A RECOMMENDED. THAT IS THE COPY THAT I HAD. I'M JUST READING BECAUSE ARE GOING IN AND OUT A BIT HERE ON THE INTERNET. THEY WORK WITH THE OFFICE OF MANAGEMENT AND BUDGET TO IMPLEMENT THE MARKET ADJUSTMENT TO THE NOTED DPH STAFF BASE SALARIES AS OUTLINED IN RECOMMENDATION NUMBER ONE OMB TRANSMITTAL. MOTION MADE AND SECONDED. ALL THOSE IN FAVOR? OKAY. MOTION PASSES. OKAY. THE NEXT ITEM IS 23. COMMISSIONER RAMSEY THIS IS ONE YOU FLAGGED.

>> I LIKE TO TAKE IT WITH ITEM 377. FOR ONE, OUR STAFF WILL HAVE DEPARTMENT PUBLIC MEETINGS AND I THINK THAT WAS THE OPTION THAT WE WERE TRYING TO GET INCLUDED RELATED TO THIS. SO JUST SO YOU KNOW WE WILL HAVE THAT. ITEM 377 THAT WERE TAKIN WITH IT RELATES TO THE BUDGET MEETING THAT WE ARE HAVING I KNOW THEY HAD ONE IN PRECINCT 2 AND WE HAD PEOPLE ATTENDING IT.

AND WE KIND OF TOOK NOTES AND SAID THAT MAYBE WE COULD FINE-TUNE IT A BIT. WORKING WIT OMB IN TERMS OF FINE-TUNING IT.

MY COMMENTS ON THIS WE WERE HAVING A PUBLIC MEETING THIS COMING MONDAY. WE ARE SHOOTING FOR 300. HOPEFULLY WE CAN GET

[04:15:03]

300 PEOPLE THERE TO HAVE THE CONVERSATION. WE'RE GOING TO TR AGAIN WITH THIS TOOL THAT YOU ACTUALLY MAKE COMMENTS ON THE BUDGET AND MAKE YOUR BUDGET ADJUSTMENTS. I MAY BRING A NUMBER TWO PENCIL TO ALLOW PEOPLE TO DO IT THE OLD-FASHIONED WAY. BUT THIS IS MORE COMMENTING ON THE BUDGETIN PROCESS. IT WAS CONFUSING BUT W WORK EVERY DAY TO TRY TO GET

THIS OUT OF IT. IS THAT FAIR? >> THAT IS UNDERSTOOD. WE CAN ADJUST AS WE'VE HAD SPECIFIC REQUESTS ADJUSTING THE TOOLS.

THIS IS THE FIRST TIME THE COUNTY HAS DONE THE PUBLIC BUDGET HEARINGS. OR BUDGET TOWN HALLS IF YOU WILL. WE ARE TAKIN THE FEEDBACK WHERE WE FIND IT.

>> MUST PEOPLE DON'T UNDERSTAND WHAT CURRENT LEVEL SERVICES.

SOME OF THE INSIDE BASEBALL COMMENTS AND CONVERSATIONS ARE THERE AS WELL. WE HAVE 88 DEPARTMENTS REHE IN THE STAFF VOLUNTEER TO BE THE FIRST ONES. E THIS IS THFIRST ONE I HAD AL 88 ANDEPARTMENTS D IT TOOK ME A A BUDGET DIRECTOR 20 MINUTES TO GALLERY THROUGH TO THE SOBOTTOM WE TRY BTO GROUP THEM ASEST WE CAN. THE IDEA BEHIND IT USIN CLS IS A BIT OF A DIFFERENT PU CONCEPT. TO T THE RESIDENT IN YOUR SHOES THEY WERE STARING DOWN A DEFICIT AND THEY WOULD HAVE TO WORK THEIR WAY OUT BEFORE THEY CAN MAKE DECISIONS ON ENHANCEMENT.

>> THEY WANT TO KNOW WHERE THE BUDGET ITEMS ARE. BUT IT IS NOT EXTREMELY CLEAR WE WILL WORK ON IT SO WE CAN FIGURE OUT WHAT TO

DO. >> WE'VE HEARD FROM COMMISSIONERS AND STAFF AND EVERYTHING HERE.

>> ITEM 23? >> GO AHEAD AND THEN I HAVE A

QUICK COMMENT. >> OUR RECOMMENDATION IS FOR TH BUDGET HEARING TO BE AT THE STAFF LEVEL. OUR RECOMMENDATIO THEN IS TO SEND OUT A TEMPLATE WHERE IF AN ITEM IS FLAGGED BY DEPARTMENT OR COMMISSIONER'S OFFICE OUR RECOMMENDATION IS T HAVE IT THERE AT THAT LEVEL. THINK DIRECTOR RAMEAU'S FOR THE PUBLIC HEARINGS. IT IS WONDERFU FOR GOOD GOVERNMENT THAT WE ARE GOING TO BE ABLE TO EXPLAIN HOW THEY ARE USING THIS DOLLARS.

AND I AGREE COMPLETELY THE CLEA WE CAN MAKE IT THE BETTER. I KNOW THAT WE ARE ALL LEARNING BUT I THINK THIS IS WONDERFUL.

>> LIKE I SAID IN OUR MEETING THIS IS HISTORIC. I REMEMBER OU SHERIFF BEING INVITED HERE AT THE TIME BUT THEY'VE NEVER DONE A PUBLIC BUDGET PARTICIPATION PROCESS. I WANT TO COMMEND YOU AND US FOR THAT. IT TAKES YOU OUT OF THE USUAL ENVIRONMENTS AND WE GET ALL OF THIS YEAR. W DID ONE AND HE SAID THIS IS THE FIRST TIME HE HAD A DISC JOCKEY HERE. WALKING AND PEOPLE ASKED ABOUT THIS AND THEY DON'T PAY FOR IT. SO NEXT TIME I WAS THINKING HAVE A GOSPEL CHOIR. THIS IS PART OF THAT AND NO GOVERNMENT IN THE STATE OF TEXA HAS DONE THIS.

>> THAT IS AMAZING. THANK YOU. THIS IS WHAT WE LEARN ABOUT THE

[04:20:05]

COURT ROOM IN THERE. SEE HOW IT LOOKS BUT TRY IT OUT. THIS MAY GIVE ME SOME TROUBLE DOWN THE LINE BUT IT DOESN'T HAVE TO BE BUDGET SEASON. WE WOULD OBVIOUSLY CHANGE THE DATA TO WHAT IS BEING ADOPTED IN THE BU DGET. KNOW PUT THE INPUT HERE WITH THE CLS PROCESS. I AM WILLING TO MAKE THAT OFFER.

>> MAYBE THIS IS WHAT WE HAVE HERE. REGARDLESS I LIKE TO SEE THE THOUGHT PROCESS. WHAT A NUMBER WE ENDED UP HAVING. AND NOW WE PUT THAT WITH THE PERSPECTIVE THEY WILL HAVE HERE HOW ARE YOU GOING TO COMMUNICAT WITH THESE FOLKS. GREAT MEASUREMENTS THAT THEY HAVE TONIGHT. HOW IS IT FACTORED INT YOUR ULTIMATE BUDGET PROPOSAL?

>> COMMISSIONER? I APOLOGIZE. THEY DO A GREAT JOB OF REMINDIN ME BUT WE ARE WAY OVER 10 MINUTES. WE NEED TO MOVE ON.

>> IF ANYONE IS WATCHING I WILL CLOSE WITH THE FACT THAT WE HAV TWO PRECINCT BUDGET HALLS THIS WEEK AND WE WELCOME ANYONE FROM ANY PRECINCT TO SHARE YOUR FEEDBACK. I LOVE IT WHEN THEY HAVE THIS. COMMISSIONER RAMSEY ITEM 24?

>> JUST FOR CLARIFICATION IS NO ACTION FROM 23 ITEM 377.

COMMISSIONER RAMSEY ITEM 26 WIL BE PART OF THIS AS WELL. THERE IS A REQUEST WITH A LIST OF SEVERAL THINGS THAT THE COMMISSIONER COURT IS DEVELOPIN ESTIMATES ON. ACTIVE SHOOTING AND SHOOTER TRAINING FACILITY WITH VEHICLE CRIME PRICES AND EVERYTHING. THIS IS A STUDY SIDE. IS THERE ANYTHING THAT WE CAN DO IMMEDIATELY IN THE JAIL MAYBE USING BOND MONEY AND PUBLIC SAFETY FOR FOLKS ON THE JAIL I WOULD LIKE TO GET IT ADDED TO THE LIST I'M ASSUMING THAT NOT EVERYTHING LISTED ON THIS IS GOING TO BE FUNDED. IT' JUST GOING THROUGH THE ANALYSIS MAKING THE DECISION LATER ON WHAT THEY'RE GOING TO DO?

>> IT'S PROCESSING THE READING IS LAW AS WELL AS THE PUBLIC SAFETY BART. IN TERMS OF THE JAIL WE DO WORK IN CLOSE COOPERATION WITH THE COUNTY ENGINEER AND THE SHERIFF'S OFFICE THE NEEDS THERE ARE MASSIVE WITH CONTINUOUS IMPROVEMENT WITH THE COUNTY ENGINEER AND THAT IS SOMETHING THAT WE HAVE TO PRIORITIZE WITH FUNDING TO KEEP UP WITH THAT

FACILITY. >> I'VE A FEW MOTIONS ON THIS.

THE FIRST MOTION OF COURSE WOUL BE TO AUTHORIZE A 10% OF THE PUBLIC SAFETY BOND PROJECT ALLOCATION TO BE OVPRIDED TO TH COUNTY NEENGIERING DEPARTMENT FOR MANAGEMENT AND ADMINISTRATION. THE SECOND MOTION WOULD BE FOR THE COUNTY ENGINEERING DEPARTMENT TO COMPLETE A COST ESTIMATE FOR RECOMMENDED PROJECTS TO PROVIDE THE UPDATE TO THE COMMISSIONER'

[04:25:01]

REPORT. IN THE THIRD MOTION WOULD BE HERE WITH PUBLIC PUBLIC SAFETY BOND FUNDING AND THE LAST WOULD BE WITH THE OFFICE OF MANAGEMENT AND BUDGET TO HAVE COST ESTIMATES AND WORK WITH THE COUNTY ATTORNEY'S OFFICE ON A LEGAL REVIEW WITH THE PROJECTS AND RETURN WITH A RECOMMENDATION ON THAT BOND

FUNDING. >> I SECOND THAT MOTION.

>> I HAVE ONE QUESTION RIGHT NOW, THE TEACHER IN ME LOVES DEADLINES. THE PUBLIC VOTED WHE DO WE THINK WE CAN COME BACK WITH THIS INFORMATION AND THE MOTION?

>> MEMBERS OF THE COURT IN THE COMMISSIONER WE HAVE IT WITHIN SIX MONTHS. IT NEEDS TO BE ESTIMATED IN A QUICK TIME FRAME SO WE WOULD BE ABLE TO DELIVER THAT.

>> IS THERE ANY MORE DISCUSSION ALL THOSE IN FAVOR? ANY OPPOSED? OKAY THE MOTION PASSES WITH TOLLROAD DIRECTOR ROBERTO TREVINO WE HAVE IT AT 25, 25 AND 25. TALKING TO MR. RAMOSE H SAYS THAT IT'S ACTUALLY NOT GOING TO BE THAT WAY. THAT THER WILL BE RE-OCCURRING MOBILITY TRANSFER OF 43 MILLION THAT WIL BE AT THE EQUAL LEVEL BUT I THINK YOU ARE CURRENTLY INDICATING THAT THE PLAN IF YOU USE THE SBI IS PRECINCT 3 GETTING 4%. UNTIL TODAY I THIN THE DIRECTOR AND THE TOLLROAD AUTHORITY FELT THE SAME WAY. THEY HAVE 222 MILLION WITH PRECINCT AVAILABLE AS IDENTIFIE IN THIS ITEM.

>> EVERY YEAR WE LOOK AT THE CASH FLOWS AND THE RECOMMENDATIONS TO TRANSFER. LAST YEAR WAS 42 MILLION.

A 2% ESCALATOR THERE IS A RIFT FOR RECURRING TRANSFER BECAUSE OF THE SUBDIVISION ITEMS ON 221 IT CAUSES A LOT OF INTEREST TO GET IT BACK. SO WE JUST HAVE TO TAKE IT AND GO DIRECTLY THROUGH TO THE PRECINCT. AFTER REVIEW O THE CASH FLOW WITH THAT NEW BUDGET, 4 MILLION FOR INFLATIO 30 MILLION WAS THE PREAPPROVED

[04:30:03]

TRANSFER FROM THE FLOOD RESULT WHICH WE ARE RECOMMENDING TO REDIRECT TO THE PRECINCT AND THEN 30 MILLION WAS ABOVE THAT THAT THEY CAN SUSTAIN. THERE IS A MOTION ON THE BOOKS VOTED ON AND PASSED THAT I CAN READ NOW. IT HAD SBI LANGUAGE IN IT. HOW IT IS DISTRIBUTED TO COMMISSIONER RAMSEY'S QUESTION, THIS IS THE NEW ALLOCATION. TH MOTION PASSED ON ITEM 37 TO TH PRECINCT ACCORDING TO THE DISTRIBUTION PERCENTAGES FOR TH 2022 PARK SPOT. THAT IS WHERE W ARE. THAT'S WHAT WE ARE TAKING IT FROM AND AGAIN HOW IT IS DISTRIBUTED IS PURELY A COMMISSIONER COURT DECISION. BU THERE IS A MOTION CURRENTLY ON THE TABLE THAT WILL HAVE TO BE UNDONE TO GO FORWARD.

>> WHEN WE CAME UP WITH THAT IT WAS BECAUSE WE HAD A LENGTHY DISCUSSION THAT YOU ALL PASSED ON SOMETHING AS FAR BACK AS THE RECORDS COULD BE FOUND ON HOW THAT MONEY WAS DISTRIBUTED? AS RECALL IT ON THE PREVIOUS COURT PRECINCT 1 AND PRECINCT 2 RECEIVED CONSIDERABLY LESS MONEY?

>> WHAT I CAN TELL YOU IS TO GIVE YOU MORE CONTEXT ON ITEM 3 THEY GIVE YOU DIRECTION WITH 515. DO THE HIGHEST RATE OF PROJECTS THAT DID NOT MAKE THE LIST WOULD COME OFF THE COUNTY ENGINEER LEDGER AND WE WOULD COME BACK WITH A RECOMMENDATION TO INCREASE THE HECTOR SURPLUS AND YOU CAN ALL MAKE YOUR OWN DETERMINATION WHETHER TO PUT IT ON THE SUBDIVISION PROJECTS?

>> YOU DISTRIBUTE THE MONEY DIRECTLY TO THE PRECINCT AND THEN WE MAKE DECISIONS ON OUR PRIORITY AND PRECINCT. AND SEE WHERE WE SPLIT. I LIKE TO MAKE A MOTION TO IDENTIFY 25% EACH

YEAR. >> IF I COULD MAKE A FRIENDLY AMENDMENT IN A MOTION TO DIRECT THE ALLOCATION OF 45.7 MILLION TO THE FIOFCE OF THE COUNTY ENGINEER R FOTHE ADMINISTRATION AND THEN DIVIDE THE REMAINING 242 MILLION USING EQUALLY BETWEEN THE FOUR PRECINCTS. JUS TO MAKE IT CLEAR WHAT THE ENGINEERING QUALIFICATIONS WOUL BE.

>> THAT IS NOT OVERHEAD IT IS DIRECT PROGRAMMING UNDER RESPONSIBILITY FIXED BBY COMMISSIONER COURTEFORE WE

EVEN START THIS. >> IS THIS NECESSARY FOR YOUR OFFICE? IT INCLUDES THE TRAFFI SIGNAL PROGRAM WERE A LOT OF

THEM ARE ALREADY APPROVED. >> I DO UNDERSTAND THAT. 45.7 IS DIRECT PROGRAMMING. IT'S LE BY THE ENGINEERING TEAM. HOW D YOU DECIDE THE PRIORITIZATION WITHIN THAT.

>> EACH PROGRAM IS DIFFERENT. SOME OF THEM INCLUDE THE TRAFFI

[04:35:06]

SIGNAL PROGRAM. AND FOR REQUES MEANT SIGNALS. THERE'S A $5 MILLION PROGRAM SO WHAT YOU HAV THERE IS THE OUTFLOW REQUESTIN FUNDING AS SOON AS WE HAVE A. WITHIN ALL THE COUNTY AND GOING COUNTYWIDE. AGAIN WE GO BACK T THE PRECINCT AND ASK ABOUT THIS

PROJECT. >> I WILL SECOND YOUR MOTION.

>> THERE WAS A LOT SET. >> IT WAS BUILDING OFF OF COMMISSIONER RAMSEY. FOR THE PURPOSES OF CLARITY THIS IS WHA I HAD. WE ARTIE PASS THE PREVIOUS MOTION. THEY DO EXACTLY AS THE BOND IS HERE. OVER THE USE THE 43 IS THE BASE AND THEN SBI THE NUMBERS CONTINUE TO WORK OUT EXACTLY TH SAME. I BELIEVE IT WOULD HAVE TO BE UNDONE IF WE CHANGED IT.

>> ENOUGH I WANTED TO SEPARATE THE ITEMS.

>> YOU HAVE TO LOOK AT THAT LANGUAGE AGAIN. YOU HAVE TO UND WHAT WAS PREVIOUSLY DONE IN ORDER TO DO THIS.

>> COMMISSIONER, I WOULD MAKE THAT MOTION. IT'S NOT EXACTLY READING IT IN BECAUSE WHEN THER IS WHAT IS SAID, IT MAKES IT

CLEAR. >> ONE THING TO FLAG IS THAT YO DON'T HAVE TO DECIDE TODAY. WE HAVE THE BUDGET PROCESS HERE.

>> MAYBE WE CAN HOLD IT TO HAVE THOSE PRINTED MOTIONS. IT IS IN THE BUDGET BOOKS YOU CAN MAKE AMENDMENTS ON THE SPLIT AT THE

TABLE. >> IS THAT OKAY?

>> JUST TO BE CLEAR WE ARE TAKING 242 AND DISTRIBUTING THA EVENLY AMONGST PRECINCTS. YOU COULD END UP WITH THE TWO TO YO WOULDN'T GET ANYTHING. WHAT I DIDN'T REALIZE UNTIL LITTLE WHILE AGO IS THAT WE HAVE PASSE OVER SOME PREVIOUS ITEMS THAT HAVE ALREADY SET THE FORMULA TRANSFER AND THAT IS STILL ON THE TABLE. WE WOULD HAVE TO HAVE DISCUSSION ON CHANGING THA FORMULA TO GET TO YOUR GOAL OF THE 25 SPLIT. WE HAVE AN ITEM AND I DON'T THINK WE HAVE CONSENSUS. WHY DON'T WE TAKE N ACTION HERE? IT WILL BE CLEAR THAT WE ARE UNDOING IT.

>> I'M TRYING TO PUT EVERYTHING ON THE TABLE. IF WE USE THE

[04:40:05]

FORMULA COMING OUT OF THE BOND ISSUE PRECINCT 3 WE GET 4% OF THE DIVISION AND THAT'S JUST NO RIGHT. IT WOULD BE GOOD FOR THE DISCUSSION AND IF SOMEONE JUST PULLS THIS. TO GO BACK AND LOOK THE NUMBERS AND THE PRECINCT HAVE NOT CHANGED BUT THE LINES HAVE. THE DECISION WAS MADE BY THE COURT AFTER I WANT TO CUT PRECINCT 1 DOWN CONSIDERABLY. THEY CUT ME DOWN QUITE A BIT.

>> NO ACTION UNTIL THE NEXT IS WHAT I'M HEARING. IS THAT

CORRECT? >> IT WOULD BE HELPFUL TO REDIRECT THE 40 MILLION FROM TH TRUST FUND TO CONSENT. THAT COULD BE IN THE BASE BUDGET. I DON'T BELIEVE THAT REQUIRES A MOTION BECAUSE IT WAS VOTED ON PRIOR. 40 MILLION TO BE REDIRECTED I WOULD MOVE ON. CA YOU WRITE IT DOWN?

>> MOVING TO REDIRECT THE PREVIOUSLY APPROVED $40 MILLION

TRANSFER TO THE PRECINCT. >> OKAY. WE WILL GO BACK AND

RELISTEN. >> LOOKING AT GENERAL MOBILITY TRANSFERS FOR A TOTAL OF 242 MILLION WITH TWO PRECINCTS.

>> COMMISSIONER GARCIA MAKING EMOTION. ALL THOSE IN FAVOR? IT

PASSES. >> COMMISSIONER RAMSEY THE NET ONE IS YOURS AS WELL. THIS IS ITEM 26? 2022 VOTER APPROVED

BONDS? >> THAT IS THE ACTION TAKEN IN TERMS OF HOW WE ARE DISTRIBUTIN THE MONEY. SAME SONG, FIRST VERSE. A LOT OF DISTRIBUTION WITH THE MONEY JUST TO REMIND PEOPLE PRECINCT 3 ENDED UP WIT 17%. AND THEY WERE CLEARLY IN THE 20S. I FEEL COMPELLED TO BRING THAT OUT ON THESE GUIDELINES. COMMISSIONER GARCI CAN YOU.THE POLICIES AS WRITTEN OKAY. ALL THOSE IN FAVOR? 3 - THE MOTION PASSES. NEXT IS ITEM NUMBER 34 COMMISSIONER GARCIA. THAT IS HUMAN EYE. I WILL RAISE THE CONCERN THAT I HAVE ON THIS ONE.

>> MY CONCERN IS PRINCIPALLY TH END OF THE PRESENTATION. WE SE A GOAL OF 10% VERSUS THE CITY O HOUSTON HAVING A 15% GOAL. WE HAD SOMEONE FROM WHAT I'M UNDERSTANDING THAT PROVIDED A PLAN HIGHER THAN 10%. MY QUESTION IS WHETHER OR NOT THEY ARE AT A PLACE WHERE THEY COULD CHANGE THE REQUIREMENT TO 15%.

BUT I THINK THAT IS ALREADY OUT THERE. I LIKE TO SEE WHAT THEY CAN NEGOTIATE WITH THE HIGHER PROPOSAL TO WHAT WE ARE CURRENTLY GETTING. THERE IS ONE OUTLIER THAT I WOULD LIKE TO INCORPORATE INTO THIS. DO NOT PUT WORDS IN YOUR MOUTH BUT I WANT TO MAKE SURE THAT HE AND I HAVE THE SAME CONCERN. ANYTHING

[04:45:01]

THAT COULD BE USED IN LITIGATION. IT WILL STILL HAVE TO COME BACK FOR A FINAL VOTE. WE RAISED THIS ISSUE WHEN THE RENEWAL CAME UP. A WORD TO THE WISE IT WILL BE THERE THAT I SE FOR PEOPLE HERE. WE HAVE ANY SUGGESTION HERE FOR THE COUNTY WE WILL BE VERY SENSITIVE OKAY SO I JUST WANTED TO GET YOUR APPROPRIATENESS ON WHETHER NOT WE CAN MAKE A MOTION HERE SPEAKING ON THIS. MOVED TO DIRECT THE END OF BBE GOAL THA MATCHES THE HIGHEST PERCENTAGE. IF WE CAN WILL COME BACK TO TH ITEM. THAT'S ONE THAT WE PULLE ON THIS.

>> THE ELECTRIC OF A LITTLE . ELECTED OFFICIAL CHARGE FOR JUR OPERATIONSAS YOU KNOW WE ALL WORK TO AT THE DIVERSITY OF THOSE THAT APPEAR. ASSUMING TH OFFICE IN 2019. I FIRMLY BELIEV THAT THE ONLY WAY WE ARE GOING TO ACHIEVE WHAT WE WANT IS IF THEY PAID SUFFICIENTLY AND PEOPLE CAN AFFORD TO SHOW UP.

THE STATE HAS DONE THEIR PART. WE LOBBIED HEAVILY AND WERE SUCCESSFUL IN GETTING THEM TO INCREASE THEIR SHARE. FOR THE FIRST TIME EVER ADD THAT TO TH SIX THEY'RE CURRENTLY PAYING.

INCREASING IT TO DAILY RATE AT $15. IT IS TIME FOR THE COUNTY TO CONTRIBUTE IF WE WANT DIVERS JURIES. MANY OF YOU HAVE QUESTION WHY AM BRINGING THIS U NOW AS OPPOSED TO THE NORMAL BUDGET PROCESS TIME. AND THAT I BECAUSE THE STATE INCREASES GOING INTO EFFECT AS OF SEPTEMBER 1ST. AS WE'VE ALL ADVOCATED INCREASING THE PAY WILL NOT HAVE AN IMPACT UNLESS THE PUBLIC BECOMES AWARE OF WHA THE PAY RATE IS. FOR US TO TRY TO INTRODUCE AND GET THE PUBLIC AWARE OF WHAT THE JURY PAY WILL BE ON SEPTEMBER 1ST IT CHANGED AGAIN 30 DAYS LATER.

>> WE NEED DIVERSE JURY POOLS THAT REFLECT PHILOSOPHICALLY I AGREE. FOR DIRECT RAMOS WHAT BUDGETARY IMPLICATIONS DO YOU

[04:50:09]

SEE WITH REGARD TO THIS INCREAS AND OFFSETS THAT MAY BE USED IN THAT BUDGET AS WE CONSIDER WHAT RATES TO NTPOTEIALLY CONSIDER?

>> THANK YOU DE KLERK BURGESS IT'S WITH THE BUDGET HERE IT CREATES THE SITUATION. A COUPL OF THINGS WENT IN TERM OF OFFIC OFFSETS WITH THE PROPOSED BUDGE THAT WOULD BE PUBLIC HERE ON 8:15. THERE'S ABOUT THREE AND HALF MILLION DOLLARS OF TAX RAT LEFT ON THE TABLE SO WE ARE RECOMMENDING A TAX RATE THAT SUPPORTS THREE AND HALF MILLION LESS THAN THE VOTER APPROVED RATE. THERE IS ALSO BEEN SIGNIFICANT INCREASE TO THE INVESTMENTS AS PART OF A PROCES FOR BOOK DISTRIBUTION. THE RECOMMENDED BUDGET INCLUDES 10 MILLION IN UNBUDGETED RESERVES THOSE ARE THE THINGS THAT HAPPENED DURING THE YEAR AND BECAUSE WE HAVE MADE SO MANY INVESTMENTS TO THE SHERIFF PATROL AND ELECTIONS WHICH HAVE TYPICALLY BEEN INDIGENT DEFENS IN THE BASE BUDGET I WOULD FEEL COMFORTABLE GOING DOWN FROM 10 TO 5. THESE ARE ALL OPTIONS TO CONSIDER. WHETHER IT IS SURE PA OR ANY OTHER INVESTMENT, IT WOULD ALL COME FROM THOSE PLOTS HAVE TO PASS THIS NOW OR WILL THE BUDGET BE COMING UP IN THE

NEXT MONTH? >> WE CAN MAKE ADJUSTMENTS AT ANY POINT. THE IDEA BEHIND HAVING THIS ON THE COURT WE WAN TO ALIGNED TO WHERE THE STATE WAS MAKING THE ADJUSTMENT. IT WOULD HAVE TO BE NOW. HAVE YOU STUDIED WHETHER OR NOT HIGHER JURY PAY ACTUALLY CREATES HIGHE JURY TURNOUT? WE'VE NOT DONE A INCREASE OF THE COUNTY LEVEL FO JURY PAY. WE ASKED FOR IT AND THAT IS WHEN IT WAS DEFERRED BECAUSE WE WERE IN THE MIDDLE THE PANDEMIC. THERE IS A LOT O MOVEMENT AROUND THE COUNTY AND THEY WANT TO SEE THE SPACE IS MADE AVAILABLE FOR ALL EMPLOYEES. SO WHAT WE ARE PROPOSING IS THAT IF YOU WOULD INCREASE DAY ONE WE COULD GO TO THE PUBLIC AND SAY BECAUSE YOU'VE BEEN ALLOCATED TO THIS ONE PARKING GARAGE AND PEOPLE END UP IN THE WRONG ONE YOU PARKED IN THE WRONG SPACE THIS WOULD ALLOW YOU TO PARK WHERE W WANTED AND WE COULD SAY WE WERE INCREASING THE PAY TO OFFSET TH VOUCHER FOR PARKING ON DAY ONE.

THOSE WILL BE RETURNING FOR SUBSEQUENT DAYS ON THE PANEL BU THEY PAY GHENOU TO FREE UP SPACES IN THAT GARAGE WITH TO BRING ADDITIONAL REVENUE TO THE COUNTY.

>> WERE COUNTING THE FULL AMOUN TAKING YOU DOWN TO 200 AS PART OF THE PROPOSAL TO INCREASE DAY ONE AND SAY WERE NOT GETTING

[04:55:02]

PARKING BUT WERE GOING TO PAY YOU THE EQUIVALENT AMOUNT.

COUNTY DEPARTMENTS WILL HAVE TO PAY INTO THIS. MOST OF THEM DON'T PAY FOR THEIR OWN PARKING SO IT IS A 4 1/2 MILLION DOLLAR NET MARGINAL COST FOR THE COUNTY.

>> LOOK I'M SENSITIVE TO THE ISSUE. ON A STATE LEVEL I GAVE THEM THE FIRST PAY STATEWIDE THAT THEY'D HAD RAISED IN 50 YEARS. AM I HEARING YOU SAY THA IF YOU DO THIS JUERGEN HAVE TO

CUT THE COMING BUDGET? >> WE HAVE OFFSETS DURING THE BUDGET PROCESS I'M SURE THERE WILL BE ITEMS. I'VE HEARD FROM YOU WITH YOUR COMMITMENT TO MOVING THIS UP TO THE FISCAL YEAR AND THUS OFFSETS WILL BE THE SAME WHETHER IT IS JURY PAY OR MOVING FROM MIDYEAR TO THE BEGINNING OF THE YEAR. THAT OFFSET WILL NOT CHANGE IT'S JUS WHETHER OR NOT YOU WANT TO LOCK YOURSELF AND NOW OR CONSIDER IT WITH THE OTHER BUDGET AMENDMENT THAT I KNOW ARE GOING TO BE COMING AS PART OF THIS PROCESS.

DON'T SEE THESE ONE OFFS. I DIDN'T SEE A ROOM FULL OF PEOPL SAYING IT WOULD INCREASE THE RATE. THERE ARE A LOT OF THING WE WANT TO DO WE JUST DID NOT HAVE THE MONEY. I WANT TO MAKE SURE THAT I'M CLEAR. WHAT I WOULD BE VERY COMMITTED TO HEAR THESE ARE HARD-WORKING EMPLOYEES. HOW LONG WAS THIS ONE? IT ENDED UP BEING 18 OR 19 MONTHS. AND I DON'T WANT TO DELAY GIVING IT TO HER. EVERYTHING HERE IS A TRADE-OFF.

I KNOW THERE WAS A DESIRE TO NOT HAVE A CERTAIN RATE HERE AN THEN CHANGE IT AGAIN. BUT KNOWING THAT WE HAVE ONE MORE COURT DATE I.E. AUGUST 29TH THA GIVES US A BETTER OPTION

PRESENTED. >> THERE ARE ACTUALLY TWO ADDITIONAL MEETINGS RELATED TO THE BUDGET WHERE THIS CAN BE

TAKEN UP. >> AND THAT'S WHERE I AM OR WE DON'T HAVE TO BELABOR THIS POINT. I WANT TO KNOW IF I'M SENSITIVE TO THIS. I DON'T WAN TO DO THIS AND THEN COME BACK AND NOT HAVE THE MONEY TO DO SOMETHING ELSE THAT I AM COMMITTED TO. THAT'S WHY WE TRY TO DO AS MUCH AS WE CAN DURING THE CYCLE. BUT SOMETIMES I DO G WITH THIS. MAYBE WE WILL HAVE T DEFER ON THIS ONE BECAUSE I'M NOT PREPARED TO DO THAT. WHAT DOORS AM I GOING TO CLOSE? BUT THANK YOU R FOCOMING.

>> OKAY. INI THK WERE GOING TO TAKE A BREAK IN A NTMOME. BUT RIGHT NOW OWEREN ITEM 98. THAT ONE OUIS YRS SICOMMISONER? THE ELATED TO ERENGINEING STUDIES?

>> I KNOW N DR. RAMAI WOULD FI RST LIKE TO HEAR FROM YOU WITH

REGARD TO THE E?98 PLEAS >> NOGOOD AFTERON. THIS IS AR FOAL DISCUSSION ON A ITEM WHERE WE HAVE RECEIVED TE REQUEST FROM TSCOUNTY PRECINC. SOUTHERN THESE PROJECTS AND TRYING TO SEE HOW TO DO THIS WITH A OFFICE AND PRECINCT STAFF T MANAGINGHEIR OWN CONSULTANTS

[05:00:06]

AND FINDING A BETTER WAY TO EXPEDITE THIS PROJECT. TYWITH COUN ENGINEERING IT WOULD TAKE ONE OPTION WHICH IS PART OF THE PROPOSED POLICTHAT WE ITARE PRESENTING WH A TOSPECIAL PROJECT HANDLE ANY REQUEST O THEY COULD BE PARTF THIS W EMERGENCY PROJECT.ITH ANY PROJECT THAT HAS BEEN GIVEN ISSUE BY PRECINCT N STAFF WHO P THAT IA SPECIAL PROJECT LENS WITH THE OREMERGENCY PROJECT. I DER TO DO THAT, WE WILL HAVE A STAFF MEMBER DEDICATED AND ALSO HAVE CONTRACTS TO LOOK AFOR N EMERGENCIES. TO WORK WITHI THESE PROJECTS. THAT IS WHAT WE ARE PROPOSING AT THIS TIME. WE BELIEVE IT IS IMPORTANT E TO KE THAT CONSISTENCY HERRATHER THAN HAVING THE OFFICES DO THEI OWN. AT THE SAME TIME I DO NOT NEED ADDITIONAL BUDGETS BECAUSE WE HAVE ALREADY DONE THE SPECIA PROJECT. WE PUT THEM OUT IN A VERY SHORT TIMEFRAME AND THIS WILL NOT NEED ANY ADDITIONAL RESOURCES. WE WILL BE TRACKING THE QUALITY AND IF WE FEEL LIK THERE ARE TOO MANY PROJECTS WE MAY NEED TO COME BACK TO GET THOSE RESOURCES. AT THIS TIME THE PROPOSED POLICY WOULD HAVE SPECIAL PROJECT TEAM TO HANDLE THIS REQUEST. THE TRAFFIC STUD WILL NOT TAKE 90 DAYS. IT SHOUL TAKE VERY SHORT TIME TO GET IT

ACCOMPLISHED. >> I HAVE SOME MOTIONS TO PRESENT. WERE THERE ANY OTHER LEVELS WITH COMMISSIONER ELLIS?

AND I APPRECIATE IT. >> THANK YOU. I LOVE THE IDEA O THE SPECIAL PROJECTS SEEM TO REALLY MAKE THIS AS NIMBLE AS POSSIBLE TO ADDRESS THESE TIME SENSITIVE ITEMS. THIS WOULD BE THE MOTION TO APPROVE THE OFFIC OF THE COUNTY ENGINEER'S RECOMMENDATIONS FOR THE POST POLICY SECTION AND THE COUNTY ATTORNEY OFFICE WORKING WITH TH ENGINEER TO ASSIGN FULL TIME ATTORNEYS ASSIGNED TO THE ENGINEERING PROCESS. THEIR WORK WITH BOTH OFFICES TO DEVELOP TH BUDGET FOR STAFF MEMBERS AND TH MOTION TO DIRECT THE PROCUREMEN STAFF WITH THE ENGINEERING DEPARTMENT AND THE PURCHASING AGENT WORKING WITH BOTH OFFICES TO DEVELOP A BUDGET FOR STAFF AND THEN LASTLY MOTION TO DIREC THE OFFICE OF THE COUNTY ENGINEER TO WORK QUARTERLY

SPECIAL PROJECT THING. >> COMMISSIONER RAMSEY DO YOU

HAVE A COMMENT? >> I WAS ASKING IF THERE WAS AN OPPORTUNITY TO TAKE TWO WORDS OUT OF THE PROPOSED POLICY? IN THE SECOND PARAGRAPH IT READS THAT HARRIS COUNTY WILL RETAIN RESPONSIBILITY FOR THE DELIVERY OF THE PRECINCT PROJECTS AND I' LIKE TO DELETE THE WORD PRECINC AND KEEP IT ALL-ENCOMPASSING IN TERMS OF PROJECT. TALKING ABOU THE RESPONSIBILITY OF THE DELIVERY OF PROJECTS REMOVING THE WORD PRECINCT AND THE SECON THING WOULD BE IN THE NEXT PARAGRAPH HARRIS COUNTY COURT WOULD BE RESPONSIBLE FOR MANAGING ALL ASPECTS OF THE PROJECT AND IT SAYS RIIT'S LIFECYCLE WHICH IS GENEC. I WOULD TAKE THAT OUT AND SIMPLY SAY ALL ASPECTS OF THE PROJECT NEGOTIATING WITH PROFESSIONAL SERVICES SO FORTH AND SO ON.

TAKING OUT PRECINCT AND LIFECYCLE WOULD MAKE IT MUCH

MORE CLEAR. >> DO YOU HAVE ANY CONCERNS OR

THOUGHTS ON THE IMPACT? >> I HAVE NO CONCERNS AT THIS

[05:05:05]

TIME. >> COMMISSIONER?

>> THAT IS FINE WITH ME. >> IS THAT A SEPARATE MOTION WITH THAT COME HERE? THAT'S NO RELATED TO HER MOTION SO SHOULD WE VOTE ON HER MOTIONS FIRST? OKAY. COMMISSIONER BRIONES HAS CENTERED OUT HER MOTIONS. ARE THEY SECONDED? ALL THOSE IN FAVOR? ANY OPPOSED? OKAY COMMISSIONER RAMSEY YOU HAVE A

SECOND MOTION? >> SIMPLY REMOVE THE WORD PRECINCT PROJECT AND IT WILL READ HARRIS COUNTY COURT WILL RECEIVE THE PROJECT AND COMPLET THE PARAGRAPH THERE. IN THE THIRD PARAGRAPH IT SAYS THEY WILL BE RESPONSIBLE FOR MANAGIN ALL ASPECTS OF THE PROJECT LIFE CYCLE REMOVING THE WORD LIFE CYCLE. AND JUST LET IT STAND AS IS. ANY DISCUSSION? ANY

OPPOSED? IT PASSES. THANK YOU. >> LET'S GO BACK COMMISSIONER GARCIA TO THE OTHER ITEM. ITEM NUMBER 34 AND THE MOTION REQUIRED. WHAT IS THAT THAT YOU WANTED TO SAY HERE? IS THAT EMOTION? IS THAT A SECOND? ALL IN FAVOR? ANY OPPOSED? OKAY THA ONE PASSES FOR-0. LET'S TAKE A 10 MINUTE BREAK. IT IS FOR:26.

IN THE COMMISSIONERS COURT IS GOING TO RECESS FOR 15 MINUTES.

IN SESSION. LET'S GO TO ITEM 147. THAT IS THE FINANCIAL

INVESTMENT MEMO >> ON THIS ONE, I AM GLAD WE ARE PROVIDING A GRADES TO PEOPLESOFT. THIS IS VITAL TECHNOLOGY THAT WE NEED FOR PURCHASING TEAMS. D IO HAVE SOME QUESTIONS . YOARE U THERE

>> I AM . HERE >> RELATED TO PEOPLESOFT OPERATIONS, BASED ON MY UNDERSTANDING, ORACLE HAS AN INITIAL ATSUNSET DE OF 2030 . CONTINUES TO ADJUST THIS TIMELINE. DO NYYOU HAVE A CONFIDENCE THAT CTHE COUNTYAN STAY WITH PEOPLESOFT FOR ANOTHE FIVE YEARS AND CONTINUE TO UP GRADE ANA SYSTEMIC MNER TO KEEP HAUP WITH THE ENNCEMENTS AND FUNCTIONALITIES THAT E THEY THAT IS NG TODAY?

THE . FIRST QUESTION >> GOOD SIAFTERNOON COMMISONERS TO ANSWER THE QUESTION, YES, AM CONFIDENT WE PECAN STAY WIT OPLESOFT FOR ANOTHER FIVE YEARS. WE WILL RECEIVE UP GRADES AND PLAN TO CONTINUE ON BUILDING ON THE UPGRADES.

FOR THAT. SECOND QUESTION, DOES HARRIS COUNTY NEED TO ESTABLISH ESAN ENTERPRI ROURCE PLANNING COMMITTEE TO OTHER GOVERNMENT ENTITIES AND THEIR ERP Y PROGR TO IDENTIFPOTENTIAL REPLACEMENTS E OF WHAT WE KNOW ARCOMING IN THE NEXT 5 TO 10 YEARS.

>> THANK YOU FOR THE QUESTION. IT IS DEFINITELY A HIGH PRIORITY. D I WOULD HIGHLY RECOMMENTHAT WE BUILD A COMMITTEE. ITWE CURRENTLY HAVE COMMTEE THAT TILOOKS AT

[05:10:02]

DAY-TO-DAY OPERAONS AND HELPS US PRIORITIZE THE CURRENT IMPLEMENTATION OF THE SOFT. ESTABLISHING OUANOTHER COMMITTE THAT WLD LOOK AT -- ACROSS UP VARIOUS COUNTIES AND COME WITH A OMRECOMMENDATION WOULD B WELCE.

>> WHAT ATWOULD YOU NEED TO DO THAT? WH DO YOU NEED ME TO DO OR AN D ITEM ON THE COURT? WHAT WOULYOU NEED TO SEE THAT

HAPPEN CAN >> IOIF YOU WOULD GIVE ME THE DIRECTN, WE WILL TAKE IT FROM U THERE AND THEN COME BACK TO YO

AND PROVIDE A REPORT. >> ARE WE BROAD ENOUGH TO

PROVIDE THAT DIRECTION? >> RIGHT NOW, YES IT

>> I WILL TURN THIS INTO A MOTION BUT LET ME COME BACK TO IT. THE LAST QUESTION OR 2ND T LAST, STSINCE PEOPLESOFT IS TH FINANCIAL SYEM OF RECORD FOR THE COUNTY, HOW DO WE ENSURE THAT ALL REQUESTS FOR FINANCIA SYSTEMS FROM OTHER DEPARTMENTS , FIRST EVALUATE EXISTING MODULES ? ARE THEY REQUIRED TO PROVIDE DETAILED EXPLANATIONS AS TO WHY THE EXISTING OPTIONS DO NOT MEET DEPARTMENT REQUIREMENTS? I UNDERSTAND SOME PURCHASE OTHER STUFF. WHY WOUL

THAT BE THE CASE? >> AS MENTIONED EARLIER, WE HAV A COMMITTEE THAT OVERSEES THE PEOPLESOFT DAY-TO-DAY AND STRATEGIC PLANNING PROCESS . THE DESIRE IS TO HAVE AN OPTION TO LOOK AT PEOPLESOFT AS ONE OF THE FIRST SYSTEMS WHEN IT COMES TO FINANCIAL FUNCTIONALITY. MANY TIMES, IT IS AN INFORMAL PROCESS. WE ARE INFORMED THAT THAT REQUIREMENT EXISTS AND THE DEPARTMENTS INFORM US THERE IS A REQUIREMENTS. THEY ARE GOING FOR AN EXTERNAL SYSTEM RATHER THAN LOOKING AT PEOPLESOFT IT IS AN INFORMAL PROCESS CURRENTLY. WE WOULD

LIKE TO MAKE IT FORMALIZED. >> THAT WAS GOING TO BE MY FOLLOW-UP. IF THE DEPARTMENT WANTS TO PURCHASE SOMETHING ELSE, ARE THEY WORKING THROUGH THE COMMITTEE AND ACTUALLY TAKING YOUR LEAD? WE HAVE ALREADY HAD CHALLENGES WITH SOM OTHER OFF-THE-SHELF SOFTWARE. I WILL WORK TO TRY AND STRUCTURE THAT AS WELL. THEN LASTLY, IS YOUR DEPARTMENT THE OVERSIGHT FOR THE PEOPLE SYSTEM AND UPGRADES IN TOTALITY?

>> OUR DEPARTMENT IS RESPONSIBL FOR ALL OF GRADES. WE WORK WIT THE DEPARTMENTS TO GATHER REQUIREMENTS ANDIMPLEMENT THAT.

THE PROCESS IMPROVEMENTS? >> YES SIR.

>> WHAT ARE THE ROLES AND RESPONSIBILITIES OF THE STAKEHOLDERS IN ADDRESSING FINANCIAL PROCESS OPTIMIZATION AS WELL AS THE IMPROVEMENTS TO ADOPTION OF THE PEOPLESOFT, COUNTYWIDE. THE STAKEHOLDERS BEING THE AUDITOR'S OFFICE OR OFFICE OF MANAGEMENT AND BUDGET PURCHASING AND THE COUNTY

ATTORNEY'S OFFICE. >> THERE IS ONE MORE STAKEHOLDER. -- IS ALSO ONE OF THE STAKEHOLDERS. THEY ARE TEA MEMBERS OF THE COMMITTEE. IT I VERY INFORMAL ROLES AND RESPONSIBILITIES. WE DON'T HAV A FORMALIZED MATRIX. WE WILL

WORK ON IT. >> IF I COULD ASK YOU TO DRAFT A MOTION THAT YOU CAN SEND BAC OUT TO THE COURT MEMBERS. THA MOTION IS TO GIVE YOU THE AUTHORITY FOR FORMALIZING THE ERP PROCESS AND COMMITTEE STRUCTURE WHICH ALSO GIVES THE AUTHORITY TO HAVE THE OTHER TO HARTMAN'S , BASICALLY THAT THEY HAVE TO SIGN OFF WITH YOU ON ANY OUTSIDE SOFTWARE THAT THEY

[05:15:01]

ARE LOOKING AT BEFORE IT IS PROCURED . IF YOU CAN DRAFT THA FOR ME AND SEND IT BACK OUT, THAT WAY WE CAN ALL TAKE A LOOK

AT IT. >> WE WILL COME BACK TO THAT.

>> ANY DISCUSSION? I THANK YOU COMMISSIONER. ITEM 179,

COMMISSIONER RAMSEY. >> QUICKLEY, I JUST WANT TO CONFIRM, HARRIS HELP IS PAYING FOR THE ELECTION. THAT IS $9

MILLION? >> YES.

>> IS SET UP PORTION OF THE COST?

>> THAT IS A PORTION. BECAUSE IT IS COUNTYWIDE , THE CITY HAS A SIGNIFICANT PORTION OF. THEY WILL BE CONTRACTOR, YOU WILL SE COMING FORWARD. ALSO THE STATE WE HAVE STATE CONSTITUTIONAL AMENDMENTS AS WELL. THE REASON THE CONTRACT IS EARLIER THAN NORMAL, THAT IS BECAUSE THE STATUTES REQUIRE PAYMENT BY HARRIS HELP , TO HAVE THE ELECTION PRIOR TO CALLING THE ELECTION. THAT IS WHY IT IS TODAY. THE BOARD HAS ALREADY APPROVED THE DOLLAR AMOUNT. THI IS THE SECOND HALF .

>> I MAKE A MOTION THAT WE MOVE ON IT.

>> A PLAY -- >> IS THEIR SHARE OF THE COST.

OF IT. >> COMMISSIONER RAMSEY MADE A MOTION AND COMMISSIONER GARCIA SECONDED. IS ANYONE OPPOSED?

THE MOTION PASSES. >>> THE NEXT ITEM VESTMENT

>> IS GOING TO TAKE THAT WITH 379. I KNOW WE WERE JUST DISCUSSING THAT LANGUAGE. 379 IS A HOSPITAL DISTRICT RELATED ITEM. AGAIN , THE QUESTIONS THE HAD ON THAT BOND ISSUE, I AM WORKING WITH THE FOLKS IN TERM OF THESE QUESTIONS. JUST TO GE THEM OUT THERE EARLY, NOT ADVOCATING FOR OR AGAINST, JUST TRYING TO GET QUESTIONS. ONE O THE FOUR QUESTIONS IS WOULD IT MAKE MORE SENSE TO BUILD THE CLINICS FIRST? I KNOW WE HAVE $2.5 BILLION BOND. I KNOW THE CLINICS ARE THE LEAST COST OF THAT . IN TERMS OF THE BIGGEST BANG, THE CLINICS, YOU BUILD THE CLINIC FIRST. THAT TAKES PRESSURE . AND SOME OF THE OTHER FACILITIES. THAT IS A DISCUSSION ITEM. OBVIOUSLY WAN TO KEEP THE COURT TO THE OTHER QUESTION WHICH HAD TO DO WITH LBJ. 2 BILLION. HERE IS THE OLD ENGINEER. IS THAT IN THE FLOOD PLANE? I KNOW WE ARE GETTING MAPS DRAWN. MAKING SUR WE ARE BEING REALLY SMART ABOUT PROTECTING IT. IT IS NOT LIKE WE HAVE TO MOVE IT. BE SURE TH ISSUES ARE TAKEN IN FULL ACCOUNT. THAT IS 81% OF THE TOTAL. DOES IT MAKE SENSE TO HAVE 81% OF THE BOND GOING TO THAT AREA? IS IT ULTIMATELY CHECK TO TO CREATE THAT AS A LEVEL I TRAUMA? IS THAT THE OF ACTIVE? I WOULD THINK THAT HAS TO BE ON THE LIST OF THINGS THAT THE DISTRICT WOULD WANT T HAPPEN. IF THAT IS THE CASE, FROM WHAT I HAVE DONE AND RESEARCHED , JUST THE STAFF IS ROUGHLY $500 MILLION. DO THEY HAVE THAT IN THE OPERATING BUDGET ? THIS IS IN TERMS OF BEING SURE HOW THAT AFFECTS TH

BALLOT LANGUAGE. WE WILL SEE GOING FORWARD. JUSTIN TRANSPARENCY TO TELL YOU SOME O THE QUESTIONS I HAD WHEN

TALKING ON THAT BOND ISSUE. >> IS THERE A MOTION?

>> THERE IS NO ACTION. >> IS THAT FOR BOTH ITEMS ?

>> 194. COMMISSIONER GARCIA, THIS IS THE EPA GRANT FUND .

>> AS I MENTIONED, I AM ALL ABOUT SUSTAINABILITY. THIS IS MAJOR EXAMPLE OF LOW HANGING FRUIT . EXCITED TO SEE IS NOT ONLY MOVING FORWARD BUT TO BE TAKING A LEAP THROUGH THAT HAR WORK OF VARIOUS STAFF MEMBERS. WE ARE SEEING THE COALITION COM TOGETHER TO PUT OUR BEST FOOT FORWARD. I RECOGNIZE THERE IS A LONG ROAD AHEAD. I AM GRATEFU FOR THE WORK BEING DONE TO MOV THESE INITIATIVES FORWARD. AND LOW INCOME COMMUNITIES. ENERGY POVERTY IS A REAL PROBLEM. FINALLY I WANT TO THANK THE BIDEN/HARRIS ADMINISTRATION FOR MAKING THIS OPPORTUNITY AVAILABLE. WE ARE WORKING MATT ENERGY CAPITOL OF THE WORLD. WE ARE ADDING THE CLEAN ENERGY CAPITOL OF THE WORLD AS WELL.

THESE ARE THE TYPE OF THINGS THAT I THINK WE CAN PRIORITIZE.

THEN DEMONSTRATE TO THE COMMUNITY AND OTHERS WATCHING.

WE ARE LEAVING AND WE ARE ABL TO BE NIMBLE AND MOVE EFFECTIVELY , TAKING ADVANTAGE OF THESE OPPORTUNITIES. I MOVE

ON THE ITEM AS PRESENTED. >> IS THERE A SECTION? THE

MOTION IS APPROVED. >> ITEM 198.

>> THAT IS ANOTHER GRANT, INTENDED TO COVER THE MAJORITY OF THE RECONSTRUCTION PROJECT. PUT 2.5 MILLION OUT OF MY BUDGET INTO THE PROJECT. THE GRANT WOULD PROVIDE ANOTHER $7.5 MILLION FOR THE PROJECT. IT INVOLVES RECONSTRUCTING A SECTION OF MARKET STREET FROM SHELDON TO LAKESIDE TO APPROVE SAFETY, DRAINAGE AND ACCESSIBILITY. ALSO APPROVING THE MOVEMENTS OF GOODS TO AND FROM THE WILL ALSO ALLOW US TO EXPAND OUR NETWORK , A PRIORITY FOR ME AND A CONSISTENT CONCERN THAT I HAVE HEARD FROM RESIDENTS. I AM SINCERELY HOPEFUL THAT WE WILL BE SUCCESSFUL WITH THE GRANT APPLICATION. THANKS FOR HELPIN US PURSUE THIS OPPORTUNITY AS WELL. I ALSO WANT TO THANK MY ENGINEERING TEAM FOR THEIR RESPECT HIS WORK. IF WE CAN MAKE THIS HAPPEN, IT WILL BE A $10 MILLION INVESTMENT INTO THE AREA WHICH HAS LONG BEEN

NEEDING A LOT OF WORK. >> ARE THEIR OBJECTIONS?

>> THE MOTION PASSES. >> 249 IS YOURS.

>> THIS IS THE THIRD TIME AN ITEM LIKE THIS HAS BEEN ON THE AGENDA. NOW I AM CURIOUS. THE FIRST ITEMS WENT FROM 1 MILLION TO 200,000. ANY THOUGHTS ON THAT?

>> I AM NOT AWARE OF THE ITEM.

>> I CAN ADDRESS THAT. THE ORIGINAL AMOUNT WAS FROM THE

STUDIES HAVE SHOWN THAT INDIVIDUALS OFTEN END UP IN RECIDIVISM WHEN LEFT UNTREATED. THE FEDIVERGENT CEN OFRS A MORE EFFECTIVE APPROACH THAT HELPS TO BREAK THE CYCLE. NOT ONLY IS IT COMPASSIONATE APPROACH TO TREATINGMENTAL ILLNESS BUT IT IS ALSO COST-EFFECTIVE. FOR EVERY DOLLAR SPENT, IT COSTS OR THE COUNTY AVOIDS SPENDING $5.5 O CRIMINAL COST. THE PROGRAM ALS SERVES AS A MODEL FOR OTHER COMMUNITIES. THE COCITY OF AUS AND TRAVERS UNTY ARE IN THE PROCESS OF CREATING THEIR OWN

DIVERSION CENTER. >> AFTER THE PANDEMIC , COUNTIE ARE LOOKING FOR CREATIVE WAYS TO RESPOND TO THE MENTAL HEALTH CRISIS. Y I AM GRATEFUL THAT HARRIS COUNTIS YET AGAIN DI LEADING SEPARATE. THE JAIL DIVERSION PROGRAM REPRESTS A FORWARD T HINKING TESTAMENT TOTH COMMITMENT IN PROMOTING MENTAL HEAL, PUBLIC SAFETY AND THE WELL-BEING OF ALL RESIDENTS IN HARRIS COUNTY.

I WANT TO CLOSE BY SAYING, THOSE DIVERTED WITH FIVE OR MORE BOOKINGS WERE THREE TIMES LESS LIKELY TO BE LOOKED ON NE CHARGES THAN THOSE NON-DIVERTE AS A COMPARISON GROUP. THAT IS EXCITING. IT IS EVIDENCE THAT IT IS WORKING AND IS EFFECTIVE.

I WANT TO THANK THE HARRIS CENTER FOR LEADERSHIP AND WORK.

I WANT TO THANK SHERIFF GONZALES FOR HIS ALWAYS FORWAR THINKING APPROACH ON ISSUES LIK THIS. I MOVE ON THE ITEM AS

HOPEFULLY AT SOME POINT , WE CAN REVIEW THAT WITH THOSE IN CHARGE OF THE ELECTIONS. AGAIN WE PAY FOR TH REVIEW AND THE AUDIT. WE WANT TO AT LEAST TAKE TIME TO LOOK A THEM. THAT WAS TO REVIEW VIEW THAT PRIMARY ELECTION. WE JUST NOW GOT THE FINAL COURT. GOING FORWARD , WE PROBABLY NEED BETTER TURNAROUND.

THIS ITEM, WHEN WE GET INTO A SITUATION, I TALKED WITH PURCHASING AN AC -- ON THEIR. WHEN YOU ARE IN EMERGENCY , IN THE NEXT COMING WEEKS , IT IS DOWN FOR A PERIOD OF TIME. IN TERMS OF ISSUING PURCHASE ORDERS , SOMETIMES YOU HAVE TO

DO THOSE BY PAPER. >> THAT IS ACTUALLY PART OF THE CLOSEOUT PROCESS. IT IS LOCKED.

>> CAN YOU HEAR ME? THIS IS A PROCESS. NOT JUST THE AUDITOR' OFFICE BUT IT IS THE AUDITOR'S OFFICE WORKING WITH UNIVERSAL SERVICES. THEY HAVE TO BRING THINGS DOWN SO THEY CAN LOAD AND GET READY. LIKE WHETHER OR NOT WE WANT TO DO THAT , I THINK WITH WHAT IS HAPPENING RIGHT NOW, WITH WHAT TESTIMONY WE HEARD FROM THE PUBLIC TODAY , EVEN IF IT WAS REPLACING THE CHILLER IN THE CATEGORY OF INMATENANCE ACTIVITIES, MONEY MAY BE AN OPPORTUNITY O T IGON AND DO SOMETHING MEANINGFUL GTOIVE PEOPLE RELIEF.
