IN 1999 HE STARTED TO WORK FOR HARRIS COUNTY. HE HAS SERVED IN VARIOUS ROLES WITH THE BAR ASSOCIATION. HE IS PART OF THE STATE BAR OF TEXAS . HE DID SERVE IN THE UNITED STATES ARMY. HE WAS THE FIRST TOATRNEY ARIN HRISON DASH -- HARRIS COUNTY . WE WISH HIM THE VERY BEST .

THE NEXT ONE IS ABOUT A CONGRESSWOMAN. I DO NOT KNOW IF YOU READ THE NEWS, SHE WAS A MENTAL HEALTH NURSE. SHE DIED FROM COMPLICATIONS, UNFORTUNATELY SHE HAD COMPLICATIONS FROM SURGERY. THAT IS WHY THIS IS SO HARD FOR SO MANY PEOPLE. WE HONOR THIS DEDICATED PUBLIC SERVICE.

SHE REPRESENTED TEXAS FOR 30 YEARS. SHE SERVED IN THE TEXAS LEGISLATOR, AS A DEPARTMENT OF HEALTH AND EDUCATION. SHE DEDICATED HER LIFE TO SERVE THE COMMUNITY, THE STATE AND THE COUNTRY, FOR FIGHTING FOR EQUAL RIGHTS AND JUSTICE. SHE WORKED AS A NURSE, A STATE LEGISLATOR, SHE WAS A TRAILBLAZER. SHE WAS THE FIRST WOMAN TO BE ELECTED FOR ANYTHING IN DALLAS. SHE WAS THE FIRST AFRICAN-AMERICAN WOMAN TO SERVE . SHE WAS THE FIRST AFRICAN-AMERICAN DALLAS NURSE. SHE WAS THE FIRST AFRICAN WHO THE FIRST AFRICAN-AMERICAN FEMALE CHIEF OF PSYCHIATRIC HOSPITAL IN HOUSTON. SHE WOULD ADVOCATE FOR A WRONGFUL CONVICTION . SHE WORKED TO EXPAND THE DALLAS LIGHT RAIL.

SHE DID STAND UP FOR EDUCATION, FOR WOMEN AND GIRLS.

WE EXPRESS OUR CONDOLENCES TO HER FAMILY, FRIENDS, AND EVERYONE WHO HAS BEEN HELPED THROUGHOUT HER LIFETIME.

AND RECOGNIZING THE BOARD MEMBERS. GLORIA DID A STUDY ON HISPANIC STUDENTS , BECOMING PROFICIENT IN ENGLISH. THIS WAS PUBLISHED IN TEXAS , AND IT CONTINUES TO BE A WAY TO ASSESS FOR NON-ENGLISH SPEAKERS. A LOT WAS ACCOMPLISHED UNDER HER LEADERSHIP SHE HELPED OTHERS OVERCOME LANGUAGE BARRIERS. HER PASSION IS EDUCATION, SHE HAD NUMEROUS INNOVATED AND IMPLEMENTATION OF A BILINGUAL CURRICULUM. AS WELL AS ASL , WHICH MY DAUGHTER PARTICIPATED IN. SHE HELPED THOSE TO SUCCEED, THERE WAS BEHAVIOR INTERVENTION PROGRAM. SHE WORKED WITH MIGRANT WORKERS, AND HOMELESS AND SPECIAL EDUCATION PROGRAMS. LET ME HIGHLIGHT THAT LADY IS A PRODUCT SHE LEFT , AND HER FAMILY MOVED TO EL PASO, WHERE SHE MET THE LOVE OF HER LIFE. AND JUAN WAS AN ENGINEER AND HE HELPED GLORIA ACHIEVE HER GOALS THROUGHOUT HER LIFE. GLORIA WAS PHENOMENAL. I APOLOGIZE, I ALWAYS REFER TO YOU AS GLORIA.

SHE WENT ON TO YOU RECEIVE A DEGREE FROM THE UNIVERSITY OF HOUSTON, GRADUATING IN 1983. SHE RECEIVED HER MASTERS, WITH A CERTIFICATION AS EDUCATIONAL DIAGNOSTIC TECHNICIAN. AS A NON-ENGLISH SPEAKER , SHE LED A COMMUNITY EFFORT TO UNDERSTAND ENGLISH LANGUAGE. SHE SERVED MORE THAN 55,000 STUDENTS, 80% ARE HISPANIC. SHE CAME TO THE DISTRICT IN

1982 , SHE HELD SEVERAL POSITIONS. SHE BEGAN HER CAREER AS A SECOND GRADE, BILINGUAL TEACHER. SHE BECAME ASSISTANT DIRECTOR, THEN EXECUTIVE DIRECTOR FOR SPECIAL PROGRAMS. FOR YEARS SHE HAS SERVED AS SPECIAL PROGRAMS. GLORIA, WE CANNOT TAKE YOU ENOUGH.

BILINGUAL EDUCATION, THIS JUST REMINDS ME , I REMEMBER THOSE DAYS, BILINGUAL EDUCATION FROM WHAT DII REMEMBER WAS A SCIPLINE. AND SOMETIMES IF A SPANISH WORD SLIPPED OUT, SOMETIMES WE GOT THE PADDLEBOARD. I WANT TO SAY PERSONALLY, THANK YOU FOR EVERYTHING THAT YOU HAVE DONE.

EDUCATION IS NOT A TYPICAL FOCUS OF A COUNTY COMMISSIONER. I AM PROUD OF THE WORK THAT WE HAVE DONE. WE ESTABLISHED THE STEM , MIDDLE SCHOOL, YOU KNOW, YOU AND I TALKED ABOUT HOW TO DO MORE OF IT. I AM GOING TO MISS YOU, BUT WE KNOW YOU ARE NOT GOING TO GO VERY FAR. YOU WILL CONTINUE TO LEVERAGE YOUR EXPERIENCES. AND SHARE YOUR INCREDIBLE KNOWLEDGE, CONGRATULATIONS. 42 YEARS IN ONE PLACE IS REMARKABLE. SO CONGRATULATIONS.

YOU ANSWERED THE CALL, IF IT HAD NOT BEEN FOR THE COMPUTERS, OR THE INTERNET, YOU PROVIDED COMPUTERS, INTERNET SERVICES. THIS REQUIRED A $10 MILLION PROJECT.

AND WITHOUT THAT OUR KIDS WOULD HAVE BEEN LEFT BEHIND. WE ARE A LARGE DISTRICT. WE ARE A POOR COMMUNITY. 84% MINORITY, 86% ECONOMICALLY DISADVANTAGED.
